Intelligence reports that are publicized but not backed by sufficient evidence could end up doing more harm than good, Sen. Panfilo Lacson said Tuesday.

Lacson, a former Philippine National Police chief, said only evidence that is enough to file a criminal case can validate an intelligence report.

He added making the contents of an intelligence report public prematurely may either tip off or humiliate the subject of the report.

“Only sufficient evidence that merits the filing of a criminal case can validate an intelligence report. In fact, the purpose an intelligence report is to discreetly build up a case against the subject of such report, not forewarn or publicly humiliate him,” Lacson, who headed the PNP from 1999 to 2001, said in a tweet.

Lacson’s tweet came a day after the Philippine Drug Enforcement Agency released the names of 207 barangay officials believed involved in the illegal drug trade.

In a tweet, the PDEA said the list includes 90 barangay captains and 117 barangay council members.

The PDEA’s disclosure comes two weeks ahead of the May 14 barangay and Sangguniang Kabataan elections.
