Lacson Bill: Kuwarta ng Drug Personalities Bawal na sa mga Bangko

Hindi na puwedeng itago ng mga personalidad na sangkot sa pagpapakalat ng ilegal na droga sa bangko ang mga perang kanilang nakulimbat sa pagbebenta ng mga ito, oras na maipatupad ang pag-amyenda sa Dangerous Drugs Act na isinusulong ni Senador Panfilo Lacson.

Sa Senate Bill 1025 na pinamagatang “An Act Authorizing the Examination of Bank Deposits, Accounts and Records of Pushers, Manufacturers, Cultivators, Importers and Financiers of Dangerous Drugs, Amending for the Purpose Republic Act No. 9165 and for Other Purposes,” na iniakda ng senador, dapat nang baklasin sa mga napoprotektahan ng nabanggit na batas ang mga bank accounts ng mga gumagawa, nag-aangkat, nagpapakalat at nagpopondo sa mga ilegal na droga.

Sa kasalukuyang sistema kasi, hirap na hirap umano ang mga awtoridad na tuntunin ang mga nakatagong pera ng mga sangkot sa ilegal na droga dahil napapabilang pa ang mga ito sa pinoprotektahan ng mga batas na umiiral.

Lacson Bill Strips Drug Pushers, Financiers of Bank Secrecy

Drug pushers, manufacturers, cultivators, importers and financiers can no longer hide their ill-gotten money in banks, as a bill filed by Sen. Panfilo M. Lacson seeks to strip them of their rights under the Bank Secrecy Act.

Lacson said his Senate Bill 1025, which strengthens the Comprehensive Dangerous Drugs Act of 2002, is a proactive move to support the government’s unrelenting war against illegal drugs.

“Experiences of the past tell us that our country’s high regard to the secrecy of bank deposits results to law enforcers’ limited authority in terms of confiscation and forfeiture of money or proceeds of the sale or trade of illegal drugs,” he said in his bill, titled “An Act Authorizing the Examination of Bank Deposits, Accounts and Records of Pushers, Manufacturers, Cultivators, Importers and Financiers of Dangerous Drugs, Amending for the Purpose Republic Act No. 9165 and for Other Purposes.”

Kahit Poor Puwedeng Maging PAF Pilot sa Lacson Bill

Kahit mahirap o anak ng ordinaryong mamamayan lamang, puwede nang maging piloto ng Philippine Air Force (PAF) ang mga nagnanais na pumasok sa larangan na ito oras na maisabatas ang panukala ni Senador Panfilo Lacson.

Layon ng Senate Bill 259 na iniakda at inihain ni Lacson na buuin ang Philippine Air Force Academy (PAFA) na tatanggap sa lahat ng kuwalipikadong estudyante na nais maglingkod sa pamahalaan bilang piloto ng PAF.

“The PAFA will fulfill the constitutional mandate of guaranteeing equal access of opportunity for public service, while professionalizing other career areas of the PAF such as aircraft maintenance, avionics and air logistics,” paliwanag ng mambabatas sa kanyang panukala.

Lacson Bill Levels Playing Field to Join Air Force with PAF Academy

Poverty may no longer be a stumbling block for gifted Filipinos to join the Philippine Air Force, as a bill filed by Sen. Panfilo M. Lacson seeks to establish a PAF Academy (PAFA).

Lacson said the PAFA will fulfill the constitutional mandate of guaranteeing equal access of opportunity for public service, while professionalizing other career areas of the PAF such as aircraft maintenance, avionics and air logistics.

“The PAF Academy as conceptualized, is geared towards making available an adequate and dedicated corps of professional Air Force officers with the proper education, training and orientation to lead and manage the complex technologies inherent in the field of aviation,” he said in Senate Bill 259.

Kung may doctorate degree ka, automatic Career Executive Service Officer (CESO) ka na.

Ito ang pangunahing layunin ng Senate Bill 261 na iniakda at inihain ni Senador Panfilo Lacson sa hangaring mabigyan ng tamang oportunidad ang mga sumailalim sa mas komprehensibong pag-aaral sa mga pinasok na larangan sa paglilingkod sa pamahalaan.

“This is to grant (holders of doctorate degrees), many of whom are academicians, the equal opportunity with CESO holders in terms of growth and career advancement in the civil service,” paliwanag ni Lacson sa kanyang panukala.

Lacson Bill Seeks to Make Doctorate Degree Holders CESO-Eligible

Holders of doctorate degrees may find it easier to enter the civil service, thanks to a bill filed by Sen. Panfilo M. Lacson.

Lacson said his Senate Bill 261 seeks to declare the conferment of a doctorate degree equivalent to entry-level Career Executive Service Officer (CESO) eligibility in the civil service.

“This is to grant (holders of doctorate degrees), many of whom are academicians, the equal opportunity with CESO holders in terms of growth and career advancement in the civil service,” he said.

Mas klarong tulong ang makakamit ng mga kamag-anak ng mga pulis, bumbero at jail guard na napapatay o napapahamak habang gumaganap sa tungkulin, sa panukalang batas na isinusulong ni Senador at dating Philippine National Police (PNP) Chief Panfilo Lacson.

Sa Senate Bill 260, ipinaliwanag ni Lacson na hindi matatawaran ang serbisyo ng mga matinong pulis kung kaya’t dapat lamang umanong mabenipisyuhan nang higit na maayos ang mga kaanak ng mga ito sakaling mamatay o maging imbalido habang tumutupad sa tungkulin.

Lacson Bill Expands Special Assistance to Beneficiaries of Uniformed Personnel Killed or Wounded in Duty

Families or beneficiaries of police and military personnel, jail officers and firefighters killed or incapacitated in the line of duty may soon avail of special financial assistance from government, through a bill filed by Sen. Panfilo M. Lacson.

Lacson, who headed the Philippine National Police from 1999 to 2001, said his proposed measure defines the sources of funds for the benefits available to beneficiaries of the uniformed service personnel.

“It is high time that we provide the much-needed boost to our police personnel by showing our concern amidst the challenging role they play in our present society. One way of showing our concern is by giving support to the educational benefits of qualified dependents of police personnel. Certainly, this will help alleviate the economic condition of our personnel. While we are quick to condemn the scalawags in uniform, we must also be fast to reward the deserving,” he said in Senate Bill 260.

Lacson Bill: Hanggang P5M Pabuya sa Testigo vs Korapsiyon

Hanggang tumataginting na P5 milyon na pabuya ang naghihintay sa magsisiwalat ng personal na kaalaman sa pagnanakaw at pagpapakasasa ng sinumang nakaupong opisyal ng bansa sa kaban ng bayan.

Ito ang isa sa pangunahing nilalaman ng Senate Bill 258 patungkol sa mga partikular na benipisyo ng sinumang tatayong whistleblower sa mga kaso ng katiwalian na ginawa o kinasasangkutan ng nakaupong pangulo ng bansa na iniakda at inihain ni Senador Panfilo Lacson.

Isinulong ni Lacson ang nabanggit na panukala sa hangaring maging mabilis ang paglutas sa mga kaso ng katiwalian na kinasasangkutan ng mga nasa gobyerno, mula sa pangulo hanggang sa may pinakamababang puwesto.
