Lacson seeks funds to repair ‘condemned’ barracks for PMA cadets

To make sure the Philippine Military Academy’s cadets have safe barracks, Sen. Panfilo M. Lacson on Tuesday asked the Department of National Defense to allot funds for the repair of the PMA Florendo Hall.

Lacson, a member of PMA Class 1971, also said an investigation is in order into how the condition of Florendo Hall had been allowed to deteriorate.

“Florendo Hall is shaking (and the) cadets have no barracks,” he said at a Senate hearing on the DND’s budget for 2017.  Continue reading “Lacson seeks funds to repair ‘condemned’ barracks for PMA cadets”

Lacson eyes ’15-85′ formula to enhance AFP’s efficiency

To make sure it can fulfill its peacekeeping and defense duties, the Armed Forces of the Philippines may want to adopt the 15-85 formula that the Philippine National Police adopted nearly 20 years ago.

Sen. Panfilo M. Lacson made the suggestion Tuesday at the budget hearing of the Defense Department at the Senate, noting this worked for the PNP when he headed it from 1999 to 2001.

“If I may suggest, ang ideal is 15-85,” Lacson said, referring to the ratio of personnel who should stay in headquarters and who should be deployed to the field.  Continue reading “Lacson eyes ’15-85′ formula to enhance AFP’s efficiency”

Lacson pushes Web-based monitoring for provincial projects

Sen. Panfilo M. Lacson is pushing for Web-based monitoring of the implementation of infrastructure projects at the provincial level, to ensure transparency and efficiency.

Lacson said such a system could take a cue from that being implemented in the Autonomous Region in Muslim Mindanao (ARMM), which uses apps like Google Maps.

“I would suggest (that this be implemented at the) provincial level. Provincial governments should replicate the ARMM’s map-based solution,” Lacson, who authored Senate Bill 40 seeking to implement budget reform by downloading resources to local governments, said at a Senate hearing.  Continue reading “Lacson pushes Web-based monitoring for provincial projects”
