Interpellation of the DPWH budget for 2019

During the interpellation of the DPWH’s budget for 2019, Sen. Lacson raised the following issues:
* the addition of P75 billion in the DPWH’s budget in the National Expenditure Program, without the DPWH’s knowledge
* woes of landowners whose lots were affected by DPWH projects with right-of-way components
* some data of the DPWH website being inaccessible when the DPWH’s budget is up for deliberation

On the DBM Chief’s Possible Recommendation for a Special Session on the 2019 Budget

Mr. President, I’m not interpellating on the budget of the Offce of the President. This is just a very quick manifestation and I’d like to take advantage of the presence of Executive Secretary Medialdea. I would like to issue an appeal to him not to endorse the anticipated recommendation of Secretary of DBM Ben Diokno to call for a special session.

Because looking at the schedule, Mr. President, after this agency, the Office of the President, we still have to tackle some big ones. Department of Tourism, Department of Public Works and Highways, Department of Justice – at least the Bureau of Immigration, Commission on Audit, Comelec, Ombudsman, DOH, DND, DILG. And even if the President calls for a special session, even if we extend our session for another five days, for another week, it is impossible, Mr. President, for us to enact the budget bill before the year ends.

So I’d like to again reiterate of course with the concurrence of this body, I’d like to make that appeal. Quoting Jesus Christ: β€˜the Spirit is willing but the flesh is weak,’ Mr. President.

Thank you Mr. President, and may we have the commitment of the Executive Secretary… that he will not endorse and he will block, as a matter of fact, Mr. President?

Lacson: Declining ‘Pork’ is the Answer to ‘Misplaced Generosity’

If the “pork” in Pampanga and Camarines Sur worth some P4.3 billion stemmed from a “misplaced gesture of generosity,” the beneficiaries can show good faith by declining such amounts, Sen. Panfilo M. Lacson said.

Lacson issued the advice after House Majority Leader Rolando Andaya Jr. said the allocations were a show of “misplaced generosity” to public works regional directors seeking funding for road and flood control projects.

“Since Majority Leader Andaya claims that the huge earmarks for his and (Speaker Gloria) Arroyo’s districts are a case of ‘misplaced gesture of generosity,’ maybe they can display a ‘genuine gesture of good faith’ by deleting or reducing those humongous allocations,” Lacson said on his Twitter account.

Ping: DPWH Road Project sa CAR, Kulang sa Plano Kaya Lustay Pondo Na, Buwis Buhay Pa

Kahit sangkaterbang pera na ng pamahalaan ang nagagastos para rito, mananatili pa ring panganib sa buhay ng mga motorista at publiko ang isang kalsadang proyekto ng Department of Public Works and Highways (DPWH) sa Cordillera Administrative Region (CAR), dahil sa kakulangan ng pagpaplano.

Ito ang isiniwalat ni Senador Panfilo Lacson sa pagdinig ng Senado sa panukalang badyet ng ahensiya para sa susunod na taon, na personal na dinaluhan ni Secretary Mark Villar.

Partikular na tinukoy ni Lacson ang Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT) Circumferential Road matapos na magsagawa ng malalimang imbestigasyon at pag-aaral ang kanyang tanggapan.

Humigit-kumulang P1.84 bilyon na ang nailaan sa nabanggit na proyekto mula noong 2017, kabilang na rito ang P590 milyon para sa susunod na taon.

Lacson: Lack of Planning in DPWH Cordillera Road Project Can Waste Funds, Cost Lives

Wasting taxpayers’ money is bad enough, but potentially endangering lives is worse.

Yet, this could be the fate of multibillion-peso infrastructure projects that lack planning – such as the Baguio-La Trinidad-Itogon-Sablan-Tuba-Tublay (BLISTT) Circumferential Road in the Cordillera Administrative Region, Sen. Panfilo M. Lacson said.

“It’s bad enough that we lose money to corruption. It’s worse if we lose more due to lack of planning and preparation – or simply put, incompetence. We should take all possible factors into consideration,” Lacson said at the Senate committee hearing on the budget of the Department of Public Works and Highways for 2019.

“While there is no doubt road projects such as the BLISTT are important as they promise shorter travel time and stimulation of economic activity, there should have been planning to address various concerns, such as safety,” he added.
