Sen. Panfilo “Ping” M. Lacson on Wednesday afternoon bared yet more potential anomalies involving infrastructure projects in Taguig City, the political bailiwick of disgraced ex-Senate President Alan Peter Cayetano.
Lacson said his team’s latest findings found three additional P100-million slope protection projects under the 2025 General Appropriations Act (GAA), raising to P2.385 billion the total insertions in Taguig City.
In addition, two separate items appeared to be double appropriations for the same project, indicating one of the two may be deemed a ghost project.
“From P2.085B as earlier reported we found three-P100M additional slope protection projects for a new total of P2.385B insertions under the 2025 GAA. Two items appear to be double appropriations, involving two (2)-P100M for the same slope protection project. One of the two must be ghost,” he said in a post on X Wednesday afternoon.

Lacson earlier flagged at least two suspected ghost infrastructure projects – as well as a staggering number of slope protection and drainage projects, most of them costing P100 million each, with a combined value of P2.085 billion.
Over the weekend, Lacson said their initial findings on anomalous infrastructure projects in Taguig City included projects involving firms owned by the Discayas but implemented by another contractor under a 5% royalty scheme.
The findings also included similar projects contracted to Topnotch Catalyst Builders – which is among the top 15 flood control project contractors President Ferdinand Marcos Jr. announced last year.
The projects including those involving Discaya-owned firms dated back to 2019 and 2020, when Cayetano was House Speaker.
Lacson had vowed to pursue the investigation to its “logical conclusion” after Cayetano attacked his integrity in a Facebook Live broadcast.

Ayon kay Lacson, natuklasan ng kanyang team ang tatlo pang P100-milyong slope protection projects sa ilalim ng 2025 General Appropriations Act (GAA), na nagtaas sa kabuuang halaga ng mga insertion sa Taguig City sa P2.385 bilyon.
Bukod dito, lumitaw na may dalawang magkahiwalay na item na posibleng dobleng appropriations para sa iisang proyekto, na nagpapahiwatig na ang isa sa dalawa ay maaaring ituring na isang ghost project.

Nauna nang ibinunyag ni Lacson ang hindi bababa sa dalawang pinaghihinalaang ghost infrastructure projects, gayundin ang napakaraming slope protection at drainage projects, na karamihan ay nagkakahalaga ng P100 milyon bawat isa, na may pinagsamang halaga na P2.085 bilyon.
Sinabi ni Lacson noong nakaraang weekend na kabilang sa kanilang mga paunang natuklasan sa mga maanomalyang infrastructure project sa Taguig City ang mga proyektong kinasasangkutan ng mga kumpanyang pag-aari ng mga Discaya ngunit ipinatupad umano ng ibang contractor sa ilalim ng 5% royalty scheme.
Kasama rin sa mga natuklasan ang mga katulad na proyektong iginawad sa Topnotch Catalyst Builders, na kabilang sa 15 pinakamalalaking flood control project contractors na binanggit ni Pangulong Ferdinand Marcos Jr. noong nakaraang taon.
Ang mga proyektong ito, kabilang ang mga kinasasangkutan ng mga kumpanyang pag-aari ng mga Discaya, ay nagsimula pa noong 2019 at 2020, nang si Cayetano ang Speaker ng House of Representatives.
Nauna nang nangako si Lacson na itutuloy ang imbestigasyon hanggang sa “logical conclusion” nito matapos kwestiyunin ni Cayetano ang kanyang integridad sa isang Facebook Live broadcast.
