Sen. Panfilo “Ping” M. Lacson legitimately earned his wealth through private business and never resorted to budget insertions or kickbacks, contrary to the latest wild insinuations and black propaganda by disgraced ex-Senate President and self-styled anti-corruption crusader Alan Peter Cayetano.
Lacson also disclosed that there are ghost flood control projects in Taguig City, Cayetano’s political bailiwick, with the city engineer – a “self-styled BGC boy” – gambling heavily in many Metro Manila casinos.

Actually, more than four times ang increase at P244.9M compared to P58.7M in 2022 – the year I left government,” Lacson said on X. “Whatever money I have, I definitely earned legitimately through some real estate deals and other legitimate businesses with two other business partners as a private individual, and I paid P10.5M and P2.8M (in taxes) respectively as reflected in my ITRs (income tax returns).”

(And I do not have any) 25% kickback (for) slope protection and other infra projects. Lacson pointed out that of Cayetano’s P6.79 billion budget insertions under the 2025 GAA, two projects amounting to P75 million were not implemented.
“Out of his P6.79B budget insertions under the 2025 GAA, 68 out of the 70 projects were implemented. So, only 2 projects, equivalent to around P75M are left unreleased or unobligated. In short, a total of P6.715B ang nagastos. While you do the math, we will keep digging,” he said.

In his livestream Saturday, Cayetano had questioned the increase in Lacson’s declared net worth, which he said seemed to have doubled based on his SALN as of June 30, 2025.
He also claimed to be a crusader against corruption, with his “KKK” of “Katotohanan, Konstitusyon and (Paglaban sa) Korapsyon.”
Responding to Cayetano’s push for a Senate investigation into the flood control scandal, Lacson advised Cayetano not to get too excited.
“And yes, re Blue Ribbon hearings, huwag siyang mainip, meron ding ghost sa Taguig (As for the Blue Ribbon hearings, he should not get too excited. There are ghost projects in Taguig too),” he said.
Lacson said the Taguig City engineer is a “self-styled BGC boy” who, like the Bulacan engineers he described in a privilege speech last year, gambled away huge sums in casinos.
“Tolerated or not, their city engineer, a self-styled BGC boy, is using 2 aliases in casinos and has a lifetime win-loss record of almost P0.5B in just one of several casino hotels in Metro Manila,” he said.
