Lacson: Gov’t Flood Control Gains ‘Found Wanting,’ But BRC Probe Drove Action

The government’s accomplishments in addressing the corruption behind anomalous flood control projects are found “wanting” a year after President Ferdinand Marcos Jr.’s “Mahiya naman kayo” challenge in his State of the Nation (SONA), Sen. Panfilo “Ping” M. Lacson said.

Lacson said that without the Senate Blue Ribbon Committee’s probe under his watch, the determination of Ombudsman Jesus Crispin Remulla and the outrage from media and the public, the government would have little to show on the matter.

“Tinimbang nguni’t kulang. Without sounding immodest or arrogant, if not for the Senate Blue Ribbon Committee investigation during my watch, which was preceded by my two privilege speeches, where we unearthed material pieces of evidence, both documentary and testimonial; and without the firm determination and resoluteness of Ombudsman Jesus Crispin ‘Boying’ Remulla, I don’t know how the government can even claim whatever accomplishments we have at the moment, or one year after that SONA ‘Mahiya naman kayo’ remark,” he said.

“The media and netizens should also be credited for generating public anger and awareness that abuse of public funds cannot anymore be taken for granted, as exemplified by the Trillion Peso March and other related activities,” he added.

Meanwhile, Lacson said he will stand firm on the Blue Ribbon panel’s role despite repeated criticisms and politically motivated acts.

“Despite the usual criticisms and obvious politically motivated acts, I will stand firm on the BRC’s role in whatever accomplishments we have,” he said.

In August 2025, Lacson delivered a privilege speech exposing the corruption behind anomalous and ghost flood control projects. In September, he delivered another privilege speech on the “BGC Boys,” where he detailed how they manipulated the procedures to facilitate the anomalies.

Last May, Lacson presented in a privilege speech the contents of the Chairman’s Progress Report, which contained evidence and recommendations against the “systemic, parasitic greed” in flood control anomalies.

The Blue Ribbon panel also transmitted the evidence it had gathered to the Ombudsman and the Department of Justice, which has filed charges against several personalities.

Ani Lacson, kung hindi dahil sa imbestigasyon ng Senate Blue Ribbon Committee (BRC) sa ilalim ng kanyang pamumuno, sa matatag na paninindigan ni Ombudsman Jesus Crispin “Boying” Remulla, at sa galit at pagbabantay ng publiko at media, kakaunti ang maipagmamalaki ng pamahalaan sa usapin.

Samantala, sinabi ni Lacson na mananatili siyang matatag sa pagtatanggol sa naging papel ng Blue Ribbon Committee sa kabila ng paulit-ulit na mga batikos at mga malinaw na gawaing may motibong pampulitika.

Noong Agosto 2025, nagbigay si Lacson ng privilege speech na naglantad sa katiwalian sa likod ng mga maanomalya at ghost flood control projects. Noong Setyembre, nagbigay siya ng panibagong privilege speech tungkol sa tinaguriang “BGC Boys,” kung saan ipinaliwanag niya kung paano nila minanipula ang mga proseso at pamamaraan upang maisakatuparan ang mga anomalya.

Inilahad ni Lacson sa isang privilege speech nitong Mayo ang nilalaman ng Chairman’s Progress Report, na naglalaman ng mga ebidensiya at rekomendasyon laban sa tinawag niyang “systemic, parasitic greed” sa mga anomalya sa flood control.

Isinumite rin ng Blue Ribbon Committee sa Office of the Ombudsman at sa Department of Justice ang mga ebidensiyang nakalap nito. Batay sa mga ito, nagsampa na ang DOJ ng mga kaso laban sa ilang personalidad.
