Starting January 2019, when the salary increase of policemen takes effect in compliance with Joint Resolution No. 1, it bears watching if ‘kotong cops’ will disappear from the street corners and dark alleys and instead focus on their job of protecting and serving the people.
I have high hopes that it will materialize, since with all the benefits and unprecedented salary hike accorded to the military and uniformed personnel, thanks to the strong political will of President Rodrigo Duterte who almost singlehandedly pushed for the same, there is every reason for right-thinking police officers to love and secure their profession, not to mention to be motivated enough to show a debt of gratitude to their Commander-in-Chief who made an almost impossible legislation to pass.
Looking back, I can’t help but realize how we – starting from our cadetship in the Philippine Military Academy, all the way to retirement from the uniformed service, were fed, clothed, sheltered, and provided with all the logistical support and more – should have no reason whatsoever not to give back all we can, even our lives to government and the Filipino taxpayers who spent for all that we needed.
That is why it is deplorable, to say the least, when we hear of ranking military and police officers who abuse their positions, steal government funds, and even the meal allowances of their men.

Huwag lang lapitan ng mga mapanukso.
Ito ang naging pahayag ni Senador at dating Philippine National Police (PNP) Chief Panfilo Lacson kaugnay sa mistulang pagtatalaga ng mga nasa hanay ng militar sa Bureau of Customs (BOC), makaraan ang eskandalo sa naipuslit na shabu.
Sa kanyang Twitter post, binanggit ni Lacson na noong dekada 1960, dati nang napangasiwaan ng militar ang BOC at naging maayos umano ang operasyon nito dahil hindi umubra ang mga tangkang panunuhol ng mga smugglers.
Nagkaaberya lamang umano ang operasyon ng ahensiya sa naturang dekada matapos na gumamit ng mga naggagandahang mga kababaihan ang mga nakikipagtransaksiyon sa mga ahensiya.

Learn from history, establish a focused counter-intelligence system to curb corruption, and prioritize leadership by example.
These can help the Bureau of Customs curb corruption without having to tap officers from the Armed Forces of the Philippines, Sen. Panfilo M. Lacson said Monday.
Lacson, a member of the Philippine Military Academy Class 1971, cited a lesson from the 1960s showing the use of idealistic AFP officers to run the BOC did not work, after the smuggling rings used women to sway them.
“In the early 60’s, some young, idealistic AFP officers were put in charge of the BOC operations. They learned fast, they couldn’t be bribed or intimidated. The smugglers used equally young, beautiful women to influence them. The rest is history we don’t want to remember,” Lacson said in a post on his Twitter account.
