Lacson: Sacked DPWH Official’s Retrieved Documents, Computer to Undergo Proper Handling to Preserve Chain of Custody

Documents, a computer and other items retrieved by sacked Department of Public Works and Highways (DPWH) engineer Brice Hernandez to support the claims he made before the Senate Blue Ribbon Committee’s investigation into anomalous flood control projects will undergo proper procedure to preserve the chain of custody, Senate President Pro Tempore and Blue Ribbon Chairman Panfilo “Ping” M. Lacson said Sunday.

Lacson also said he has set the next hearing of the Blue Ribbon Committee at 9 a.m. of Tuesday, Sept. 22, due to “new developments,” and has prepared invitations to some former DPWH officials.

“He brought back items including documents and a computer, but these items are sealed for now. We will follow a procedure to preserve the chain of custody,” he said in Filipino, in an interview on DZBB radio.

“We need to preserve the chain of custody so that if the evidence is vital to a case, it will not be compromised,” he added.

Lacson: Massive P457-Million Cash Delivery to DPWH Engineers May Point to Bigger Players in Flood Control Project Mess

Massive cash deliveries made to now-sacked engineers of the Department of Public Works and Highways (DPWH), including a P457-million one-time delivery last March, may point to bigger players in the flood control project mess, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Friday.

Lacson, who also chairs the Senate Blue Ribbon Committee, said it is baffling why a contractor is delivering cash to DPWH engineers for projects when it should be the other way around.

He was referring to the cash deliveries made by Syms Construction owner Sally Santos to sacked DPWH Bulacan engineer Brice Hernandez at least three times this year alone.

Lacson: Senate Leadership Change Won’t Slow Budget Hearings

The change of leadership in the Senate will not affect or slow down the hearings of the Senate committee on finance, Senate President Pro Tempore Panfilo “Ping” M. Lacson assured on Tuesday.

Lacson said Sen. Sherwin Gatchalian will stay as chairman of the Finance Committee that is handling the hearings on the proposed 2026 national budget.

“Hindi. Mananatili siyang chairman. After all, part siya ng bagong majority so hindi maalis sa kanya ang finance committee (Sen. Gatchalian will remain as chairman of the Senate finance committee. After all, he is part of the new majority),” he said in an interview on DZBB radio, when asked if there will be changes in the chairmanship of the said committee.

Incoming Blue Ribbon Chairman Lacson to Demand ‘Receipts’ in Flood Control Probe

Strict, no-nonsense and “receipt” based. These will be the trademarks of Senate President Pro Tempore Panfilo “Ping” M. Lacson in conducting investigations as incoming chairman of the Senate Blue Ribbon Committee, including the probe into substandard and ghost flood control projects.

Lacson said Tuesday that this approach will apply to the claims of Pacifico and Cezarah Discaya linking some lawmakers and officials to corruption.

“First of all, I will look for receipts. I will not rely on the say-so of others hook, line and sinker. In my privilege speeches, I do not rely on mere reports or testimonies. Instead, I ask myself what evidence do I have to support what I will say?” he said in Filipino in an interview on DZBB radio.

Lacson Names DPWH Exec in Early Budget Insertions

Sen. Panfilo “Ping” M. Lacson on Sunday named an official of the Department of Public Works and Highways (DPWH) as the one who allegedly called up and invited at least one lawmaker to make early insertions in the proposed national budget for 2026.

Lacson said a caller claiming to be “Undersecretary Cabral” called up a staff member of Senate minority leader Vicente Sotto III shortly after the May 2025 senatorial elections and asked them to propose what they want to insert in the National Expenditure Program for 2026.

“One ‘Undersecretary Cabral’ called Sotto’s staff and told them to insert what they wanted to insert. If Sen. Sotto was one of those called by that executive, who else could have been contacted similarly and submitted their proposed insertions?” he said in Filipino in an interview on DZBB radio.

“Sen. Sotto told me he did not submit anything because we are advocating transparency and good governance. The question now is, how many members of the House and Senate made insertions?” he added.
