Lacson Congratulates Former Aide, Now PNP Chief Nartatez on ‘Overdue’ Fourth Star

Senate President Pro Tempore and former Philippine National Police (PNP) chief Panfilo “Ping” M. Lacson on Wednesday congratulated PNP Chief Jose Melencio Nartatez Jr. on the formal conferment of his four-star rank.

Lacson, who headed the PNP from 1999 to 2001, described as “overdue” the promotion of Nartatez, who served as his police aide-de-camp when he had the same position at the time.

“Time really flies. 26 years ago, four-star Police General Jose Melencio Nartatez Jr. was my police aide-de-camp when I had the same position and responsibility that he now carries. Truly proud of him,” he said on his X account.

Leadership by Example Key to Disciplining Cops, Lacson Reminds PNP

Leadership by example remains the key to ensuring discipline in the Philippine National Police (PNP), former PNP Chief and Senate President Pro Tempore Panfilo “Ping” M. Lacson said Wednesday.

Lacson said this is the secret that would give the PNP Chief the moral authority to tell his personnel not to extort or be involved in criminal activities.

“When I was Chief PNP, I had only one baseline – leadership by example. If the Chief PNP does not extort or engage in crime, he has the moral authority to tell his men to follow his example,” he said in English and Filipino at the Kapihan sa Senado forum.

Lacson: PNP’s OIC has Big Shoes to Fill, Amid Lingering Questions on Torre Relief

Philippine National Police (PNP) officer-in-charge P/Lt. Gen. Jose Melencio Nartatez Jr. will have big shoes to fill amid lingering questions behind the relief of his predecessor P/Gen. Nicolas Torre III, Sen. Panfilo “Ping” M. Lacson said Wednesday.

Lacson, who served as PNP chief from 1999 to 2001, said Torre earned the public’s trust with policies such as the five-minute response time rule for police.

“Lt. Gen. Nartatez faces a big challenge because he has big shoes to fill,” he said in Filipino in an interview on DZRH radio.

“I mentioned before that he was the person the PNP needed because he is mission-oriented and is prepared to sacrifice himself to accomplish his mission. He has a good attitude,” he added, referring to Torre.

On the Relief of P/Gen. Nicolas Torre III as PNP Chief

P/Gen. Nicolas Torre III acted “beyond his authority” of unilaterally relieving his second-in-command, P/Lt. Gen. Jose Melencio Nartatez Jr.

Normally, the designation (and relief) of the members of the PNP Command Group – Deputy for Administration, Deputy for Operations, and Chief, Directorial Staff should be cleared with the President or at least the ex-officio Chairman of the National Police Commission (Napolcom), and the Secretary of Interior and Local Government.

Even when former President Joseph Estrada gave me the blanket authority to run and manage the PNP during my time as Chief, PNP, I did not exercise absolute authority over the designations of the members of the Command Group.

Having said that, the relief of P/Gen. Torre is the sole prerogative of the President of the Philippines.

What is important at this point is a smooth transition and transfer of command and authority so as not to hamper the overall mission of the PNP to continue maintaining peace and order for the benefit of the people whom they have sworn to “serve and protect”.
