Lacson: Background Check on ‘Totally Surprise Witness’ Guteza Needed

A full record check and background investigation (RCBI) on “surprise witness” Orly Regala Guteza will be needed due to the gravity of his testimony at Thursday’s Senate Blue Ribbon Committee hearing, Senate President Pro Tempore and Committee Chairman Panfilo “Ping” M. Lacson said Friday.

Lacson noted that Guteza, who claims to be a former Marine and ex-security consultant of Rep. Elizaldy Co, was presented before the committee Thursday without even the courtesy of notice.

Further complicating matters was that the lawyer whose signature and notarial details appeared in Guteza’s affidavit denied notarizing or preparing the document.

“Without the courtesy of notice even to the committee chairman, a totally surprise witness in yesterday’s Blue Ribbon hearing, a complete record check and background investigation on Orly Regala Guteza is in order owing to the gravity and seriousness of his testimony yesterday,” Lacson said in a post on X.

Lacson Sets Record Straight on Marcoleta’s Claims Regarding Flood Control Mess Probe

Sen. Panfilo “Ping” M. Lacson on Sunday set the record straight on Sen. Rodante Marcoleta’s insinuation that he is meddling in Marcoleta’s work as chairman of the Senate Blue Ribbon Committee in looking into the mess involving substandard and ghost flood control projects.

Lacson was referring to Marcoleta’s claim in his television program where he insinuated that Lacson sought to adjust the schedule of the hearing because he did not want him to chair the hearing.

“In his TV program, he was criticizing some of us – myself, Sen. Francis Pangilinan, along with Senate minority leader Vicente Sotto III for proposing the creation of an independent body to investigate flood control anomalies in what he claims to be an attempt to undermine the mandate of the Blue Ribbon Committee which he chairs, and Sen Tulfo, to name a few. To set the record straight, no one is interfering in his work. We all want to have good governance,” Lacson said in Filipino in an interview on DZBB radio.

Lacson Takes Pride in Blocking Motion to Dismiss VP Impeachment Case

Sen. Panfilo “Ping” M. Lacson on Thursday took pride in having played a decisive role in stopping the outright dismissal of the impeachment case against Vice President Sara Duterte — a move that would have dealt an irreversible blow to the proceedings.

Lacson made clear that while archiving the complaint renders the impeachment practically dead, it is better than dismissal which removes any means to resuscitate the impeachment should the Supreme Court reverse its decision.

“I take pride in being the one who played a major role in questioning the motion to dismiss. If the motion to dismiss had prevailed, the case would be moot and academic even if the Supreme Court reversed its decision,” he said in Filipino in an interview on DZMM radio.

“I don’t want to take part in proceedings that would effectively kill the Articles of Impeachment. It’s like the Senate is preempting the Supreme Court. But I don’t want to defy the Supreme Court’s initial ruling that the complaint is unconstitutional either, so I abstained,” he added.
