The Lacson-Sotto tandem held its Miting de Avance in Carmona, Cavite on May 6, 2022.
The Lacson-Sotto tandem and some senatorial bets visited various areas in Laguna on Feb. 22, 2022. Their schedule included market tours in Sta. Cruz, Calamba and Biñan; a town-hall event at Santo Angel Sur; call on top provincial officials; and a tour of UPLB Biotech. With them were senatoriables Minguita Padilla, Guillermo Eleazar, Manny Piñol, Gringo Honasan and JV Ejercito.
With all due respect to a highly regarded Cavalier and distinguished former Senate colleague, “not so bad” may sound worse than “not so good.”
In the middle of a pandemic when the order of the day is virtual communication, what we want to hear, at least realistically, is “good enough.”
Of course, it goes without saying, “very good” or even “excellent” is what we all want to hear from DICT. Clearly, there is much room for improvement.

At the hearing on the 2020 budget of the Department of Information and Communications Technology (DICT), Sen. Lacson urged the agency to take steps to make sure the government portal is always up, including closer supervision and control .
The DICT is seeking a budget of P36.393 billion for 2020 , much higher than the P3.76 billion in the NEP.

“We need a strong anti-terrorism law.”
At the hearing of the Senate Committee on National Defense, Sen. Lacson stressed the need to pass a stronger anti-terrorism law soonest, citing signs of radicalism and extremism making their way to Philippine shores.
Lacson also strongly suggested that the Department of Information and Communications Technology (DICT), headed by former Sen. Gringo Honasan, play a more active role against terrorism as it deals with telcos and ISPs.
Several aspects of the proposed anti-terrorism measure were tackled, including the removal of predicate crimes, making terrorism a continuing crime, and extending the reglamentary period in the detention of suspected terrorists to 14 days, extendible further to another 15 days. Isinulong ni Senador Panfilo Lacson, kasama si Senate President Vicente Sotto III at Sen. Gregorio Honasan II, ang resolusyong naglalayong sermunan ang mga mambabatas ng Estados Unidos na nakikialam sa sistema ng hudikatura ng Pilipinas sa pamamagitan ng dalawang resolusyon.
Sa Senate Resolution 1037 na magkasamang iniakda at isinumite ng tatlong mambabatas, malinaw na isinaad ng mga ito na hindi puwedeng makialam ang mga dayuhan sa panloob ng usapin ng Pilipinas.
Nilinaw din ni Lacson na walang ibang hangarin ang kanilang pagsasampa sa Senate Resolution 1037, at kung may mga personalidad umanong nasali sa aksyon nilang ito laban sa pakikialam ng mga banyagang mambabatas, ito ay nagkataon lamang.
“Sen. (Leila) de Lima and Ms. (Maria) Ressa are but incidental to the intent of this resolution. They are entitled to fair justice and judgment by the courts handling their cases. Senate President Vicente C. Sotto III and two colleagues filed late Wednesday a resolution rebuking some members of the United States Congress for interfering with the Philippine judicial process via two proposed resolutions.
Introducing Philippine Senate Resolution 1037 along with Sotto were Senators Panfilo M. Lacson and Gregorio B. Honasan II.
Lacson emphasized Sen. Leila de Lima and Maria Ressa, whose release the proposed US resolutions sought, are “incidental” to the intent of the Philippine Senate resolution.
“Sen. de Lima and Ms. Ressa are but incidental to the intent of this resolution. They are entitled to fair justice and judgment by the courts handling their cases. A measure seeking to transfer the training of police recruits from the PNPA to the PNP, was taken up at the bicameral conference committee level on Jan. 14. Sen. Panfilo M. Lacson, who sponsored the Senate version of the measure (SB 1898), led the Senate contingent. Rep. Romeo Acop led the House contingent.

Amid the laws passed for the benefit of its members, the Armed Forces of the Philippines (AFP) should maintain its allegiance to the Philippine Constitution and to the Filipino people.
Sen. Panfilo M. Lacson stressed this as he said the measures providing for the AFP’s modernization are the work of the Senate as an institution representing the people.
“More than who authored the bills, the members of the AFP can best show their appreciation by serving the country and the Filipino people,” said Lacson, a member of the Philippine Military Academy Class 1971.
