
Should he earn a seat in the Senate this May, former Sen. Panfilo “Ping” M. Lacson will re-file a bill that will fulfill the Constitution’s provision against political dynasties.
Lacson said he hopes his bill, which defines the degree of affinity or consanguinity that will be covered by the measure, will finally get much-needed support in both houses of Congress.
“I hope that when I return to the Senate and re-file this bill, it will get support not just from the Upper House but also from the Lower House, so we can finally address the problem,” he said in Filipino in a press conference of the Alyansa Para sa Bagong Pilipinas senatorial slate in Pasay City Tuesday.

He noted that while he had filed and re-filed bills to fulfill the 1987 Constitution’s provisions against political dynasties, these failed to get past the committee hearing stage.
Also, Lacson pointed out there is currently no definition of a political dynasty, thus the lack of an enabling law. His previous bills defined political dynasty as up to the second degree of affinity or consanguinity.
“I have filed that so many times. It would be easy to re-file, but I hope it finally gets the needed support in the 20th Congress,” he said.

Kung sakaling manalo siya sa Senado sa Mayo, balak ihain muli ni dating Sen. Panfilo “Ping” M. Lacson ang panukalang batas na tutupad sa probisyon ng Saligang Batas laban sa mga political dynasty.
Umaasa si Lacson na ang kanyang panukala, na dinedetalye ang degree of affinity or consanguinity na sakop ng political dynasty, ay makakakuha ng suporta sa Senado at Kamara.
“Ako ay umaasa kapag ito ni-refile ko kung sakaling ako ay makabalik sa Senado ito masusuportahan ng di lang ng Upper House kundi ng Lower House para talagang matigil na ang usapan at magkaroon ng definition,” aniya sa pulong pambalitaan ng Alyansa Para sa Bagong Pilipinas senatorial slate sa Pasay City nitong Martes.
Dagdag niya, nakahain na siya ng panukala para maipatupad ang probisyon ng 1987 Constitution laban sa political dynasty, nguni’t hindi na ito umusad.
Ipinunto ni Lacson na hanggang ngayon, wala pa ring depinisyon ng political dynasty, kung kaya’t wala pa ring enabling law. Sa mga panukalang batas niya noong nakaraang mga Kongreso, ang political dynasty ay sakop ang second degree of affinity or consanguinity.
“Ilang beses ko fina-file yan, kada Kongreso file ako ng file. Madali naman mag-file, copy paste lang naman yan. Ifa-file ko uli, sana umusad naman,” ani Lacson.
