
Independent senatorial candidate Panfilo “Ping” M. Lacson stressed the importance of a “tripartite” approach in addressing the concerns of farmers and fishermen, especially in the provinces.
Lacson, a voice for farmers and fishers, said this means constant collaboration among the national government’s agencies, local government units (LGUs), and the local farmers and fishers.
“Malaki ang maitutulong ng LGU and national government pag nag-tripartite. Pag collaborate ng LGU and national government, ang daming pwedeng gawin (The LGU and national government can do a lot in such a tripartite setup. When the LGU and national government collaborate, they can do so much),” he said.

He said this was the approach adopted by Jagna town in Bohol under Mayor Joseph “JR” Ranola, where the national government and LGU guided the farmers on how to improve their yield.
Lacson cited similar cases of cooperation in other provinces such as Nueva Ecija and Davao del Norte where the LGU buys part or even all of the farmers’ produce, then sells them to consumers, to get rid of the middlemen.
“Ang problema, ang disconnect. Baka si Mayor nahiya, o ang national government walang pakialam sa local. Ang laki ng pwedeng gawin kung national at local nagkakaroon ng ugnayan (The problem sometimes is the disconnect. Maybe the mayor is too shy to approach the national government, or the national government is not aware of the situation on the ground. But there is much that can be done if the national and local governments work together),” he said.
“The intervention of the LGU and national government is very important because government is here to serve you… I hope you can urge your local executives to do the same thing in your towns,” he added.

Iginiit ni independent senatorial candidate Panfilo “Ping” M. Lacson ang kahalagahan ng “tripartite approach” sa pagtugon sa problema ng mga magsasaka at mangingisda, lalo na sa probinsya.
Ani Lacson, na nagbigay ng boses sa magsasaka at mangingisda, kailangan ang patuloy na koordinasyon ng ahensya ng pambansang pamahalaan, mga local government unit (LGU), at ang mismong magsasaka at mangingisda.

Ang ganitong tripartite approach ang nasa likod ng tagumpay sa bayan ng Jagna sa Bohol, sa ilalim ni Mayor Joseph “JR” Ranola, kung saan ginabay ng pamahalaan ang mga magsasaka para pabutihin ang kanilang ani.
Binanggit din ni Lacson ang success stories sa Nueva Ecija at Davao del Norte kung saan ang LGU ang bibili ng bahagi o lahat na ani ng magsasaka, at direktang ibinebenta ito sa mamimili, para mawala ang middlemen.
“Ang problema, ang disconnect. Baka si Mayor nahiya, o ang national government walang pakialam sa local. Ang laking pwedeng gawin kung national at local nagkakaroon ng ugnayan,” ani Lacson.
“Ang LGU and national government intervention, very important because government is here to serve you… I hope i-urge nyo ang local executives ninyo to do the same sa inyong mga towns,” dagdag niya.
