
Independent senatorial candidate Panfilo “Ping” M. Lacson encouraged local government units (LGUs) to take early action to ensure funding for their local development projects in the national budget.
Lacson said this means LGUs will need to submit their development plans to the Development Budget Coordination Committee (DBCC) before January, as the DBCC will start its deliberations early in the year.
“By January – or even November or December the year before – the local development projects must be submitted to Malacanang or the Department of Budget and Management, so they can be included in the discussion of the budget for the next year,” he said.
“It will then be up to the DBCC to prioritize. My stand is, who else would know the needs and priorities of LGUs than the local officials themselves,” he added.

Lacson has long championed the cause of LGUs, seeking to make sure they get their share of the national budget for their local development programs.
He said it is good that President Ferdinand “Bongbong” Marcos Jr. had issued Executive Order 82, strengthening the regional development councils that can take up local development projects.
Lacson has also advocated the Budget Reform Advocacy for Village Empowerment (BRAVE), where LGUs get more autonomy and resources, as well as the accompanying accountability, in implementing key development projects, programs and activities.
He is also studying legislation that would give LGUs one percent of their contribution to the national tax collection, to be used for infrastructure and development programs.

Hinikayat ni independent senatorial candidate Panfilo “Ping” M. Lacson ang mga local government units (LGUs) na umaksyon nang maaga para matiyak ang pagpopondo para sa kanilang local development projects sa pambansang budget.
Ani Lacson, kailangang isumite ng mga LGU ang kanilang mga development plans sa Development Budget Coordination Committee (DBCC) bago dumating ang Enero, dahil sisimulan ng DBCC ang deliberasyon nito sa maagang bahagi ng taon.
“Dapat by January – or November or December – naka-submit na ang lahat na local development projects sa Malacanang or DBM para makasama sa discussion ang output,” aniya.
“Bahala ang DBCC mag-prioritize. Ang aking pananaw, sino pa ang nakakaalam ng needs and priorities of LGUs than local officials themselves,” dagdag niya.
Matagal nang ipinagtanggol ni Lacson ang mga LGU, para tiyakin na makukuha nila ang sapat na pondo sa pambansang budget para sa kanilang local development programs.
Aniya, mabuti na pinirmahan ni Pangulong Ferdinand “Bongbong” Marcos Jr. ang Executive Order 82, na nagpapalakas sa mga regional development council na tatalakay sa mga local development project.
Itinulak din ni Lacson ang Budget Reform Advocacy for Village Empowerment (BRAVE), kung saan may sapat na autonomy at resources ang LGU – at pati na rin ang karampatang accountability – sa pagpapatupad ng development projects, programs at activities.
Nais din pag-aralan ni Lacson ang pagbigay sa LGUs ng isang porsyento ng kanilang ambag sa pambansang tax collection, para magamit sa infrastructure at development programs.
