Ping: PS-DBM, Tumbok sa Malawakang Korapsyon sa Pondo ng Pandemya

Nasesentro sa Department of Budget and Management Procurement Service (PS-DBM) ang malawakang pananamantala sa pondong pantugon sa COVID-19 pandemic na kinasasangkutan ng ilang grupo at personalidad.

Ito ang nakikitang dahilan ni Senador Panfilo Lacson para mas laliman pa ng Senate Blue Ribbon Committee ang ginagawa nitong imbestigasyon sa mga iregularidad ng Department of Health (DOH) at bigyan ng ibayong atensiyon ang papel na ginampanan ng PS-DBM.

“Maliwanag naman may tinutumbok tayo rito na large-scale corruption. What makes it worse, sa gitna ng pandemya, may kumikita,” banggit ni Lacson sa panayam ng DWIZ radio.

“At ang perang ito galing sa utang. Di ba magagalit ka?” dismayadong banggit pa ng mambabatas.

“Hindi natin dapat ito tatantanan!” diin ni Lacson.

Lacson: Plot Thickens on PS-DBM Role in Large-Scale Corruption amid Pandemic

The plot thickens on the large-scale corruption by some parties exploiting the COVID-19 pandemic – and the Department of Budget and Management Procurement Service (PS-DBM) is turning out to be a major player.

Sen. Panfilo M. Lacson thus stressed Saturday the need for the Senate Blue Ribbon Committee to dig deeper on the role of the PS-DBM as it continues to investigate irregularities at the Department of Health (DOH).

Maliwanag naman may tinutumbok tayo rito na large-scale corruption. What makes it worse, sa gitna ng pandemya, may kumikita (It is clear that we are looking at large-scale corruption here. What makes it worse is that this is happening with some unscrupulous parties making gains for themselves right in the middle of a pandemic),” Lacson said in an interview on DWIZ radio.

At ang perang ito galing sa utang. Di ba magagalit ka (Making matters even worse is that the money involved came from loans. Shouldn’t we taxpayers get angry over this)?” he added.

Hindi natin dapat ito tatantanan (We should continue to pursue this to its logical conclusion)!” Lacson stressed.

This is the rallying cry of Sen. Panfilo M. Lacson and Senate President Vicente C. Sotto III as they seek to restore Filipinos’ trust in the government.

“I will not fail you. I will not fail the Filipino people. We will not fail you. This is our last hurrah in public service, there is no room for selfish interests or personal motives,” Lacson said in an interview on DWIZ radio Saturday.

“We have no other agenda. Considering our age and track record in public service, we have something to offer the Filipino people,” he added.

Lacson: Palace Risking More Damage with ‘Damage Control’ Overkill on WPS Debate Issue

The more Malacañang tries damage control in the West Philippine Sea debate issue, the more it risks additional damage while worsening the deep political division in the country, Sen. Panfilo M. Lacson said Saturday.

Lacson said there is no point for raising further issues since the debate between President Rodrigo Duterte and former Justice Antonio Carpio will no longer push through.

“If you try doing too much damage control and it becomes obvious, you just risk more damage. The issue is finished, there is no more debate,” he said in an interview on DWIZ radio.

“A piece of unsolicited advice to presidential spokesperson Harry Roque or those in Malacanang: It is better to just stay quiet. After all, the debate won’t push through,” he added.

Lacson: Eleazar Starting Off on the Right Foot as new PNP Chief

With his intensified internal cleansing policy, P/Lt. Gen. Guillermo Eleazar is starting off on the right foot as the new chief of the Philippine National Police, Senator and former PNP Chief Panfilo M. Lacson said Saturday.

Lacson, who pursued a similar program when headed the PNP from 1999 to 2001, particularly lauded Eleazar for including the recruitment system in his “intensified” internal cleansing system.

“The internal cleansing should be continuous. And P/Lt. Gen. Eleazar is right: it is good to start at the recruitment stage, to get rid of corruption and the ‘palakasan’ system,” Lacson said in an interview on DWIZ radio.

“He is starting off on the right foot. Before you can go after criminals, you have to make sure the ones running after the criminals aren’t criminals themselves,” he added.

Lacson: Parlade’s ‘Loose Lips’ Dragging NTF-ELCAC into Trouble

No thanks to the “loose lips” of its spokesperson, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) may find its budget for 2022 in deep trouble, Sen. Panfilo M. Lacson said Saturday.

Lacson said that while he believes the NTF-ELCAC is doing well in terms of developing areas cleared of the New People’s Army, Lt. Gen. Antonio Parlade Jr.’s recent political statements threaten to take away those gains.

“The Armed Forces of the Philippines must remain apolitical. Otherwise, the constitutional balance among institutions is skewed and democratic governance is disturbed and even threatened. Lt. Gen. Parlade should just focus on ending insurgency and fighting terrorism. When he retires, he can debate all he wants on political issues,” Lacson said.

“Because of his commentaries, the NTF-ELCAC is dragged into controversies. Nauuna ang bibig niya sa kanyang ginagawa. Yan ang danger, kasi nakakagulo na. Instead of helping, his loose lips threaten to drag the NTF-ELCAC into the mess,” he added, in an interview on DWIZ radio.

Lacson: Gov’t Should be Open to Criticism, Private Sector Efforts on Year Two of COVID Response

As it faces more challenges in the second year of its response to the COVID-19 pandemic, the government should be more open to constructive criticism as well as the efforts of the private sector, Sen. Panfilo M. Lacson said Saturday.

Lacson also said the government should evaluate the actions it has taken so far and sustain the strengths while addressing the weaknesses of its response.

“Now is the time for an evaluation, what the government did right and what it did wrong,” he said in an interview on DWIZ radio.

“Instead of rejecting constructive criticism, it should accept it as part of their planning and continuing assessment. Our aim is to call their attention to things they may not realize. No one has a monopoly of wisdom and knowledge,” he added.

Lacson: AFP to Do Better vs Terrorism, Insurgency with New Chief’s Policies

With its new chief’s instructions to exercise due diligence, the Armed Forces of the Philippines should do better against the threats of terrorism and insurgency, Sen. Panfilo M. Lacson said Saturday.

Lacson said he is hopeful that with new AFP chief of staff Lt. Gen. Cirilito Sobejana’s emphasis on tact and sensitivity, there will be no repeat of the recent gaffes especially in anti-insurgency efforts.

“I just hope Lt. Gen. Sobejana’s initial pronouncements will serve as the policy guideline for the AFP,” he said in an interview on DWIZ radio.

Lacson: Without Certainty of Punishment, Napoles Conviction Won’t Stop ‘Pork’ Menace

Without the certainty of punishment, the conviction of “pork barrel scam queen” Janet Lim-Napoles will not be enough to stop the menace of pork barrel and its iterations, Sen. Panfilo M. Lacson said Saturday.

Lacson, who had battled the pork barrel system since 2001, lamented that not even the Supreme Court’s ruling outlawing pork in 2013 managed to stop the practice since those involved would merely find a way to circumvent it.

“Have we solved the problem of ensuring public funds are used properly instead of going to the pockets of corrupt people? Can we be sure projects are free of bribery and other forms of corruption? These are questions that we must ask ourselves, and we can easily verify the answers – it takes two to tango,” he said in an interview on DWIZ radio.

Ping: Presyo ng Sinovac sa Pilipinas, Nangangamoy Katiwalian

Nangangamoy ‘tong-pats’ ang lumulutang na presyo ng bakuna ng Sinovac sa Pilipinas, kumpara sa presyo nito sa ibang bansa.

Ayon kay Senador Panfilo Lacson, ito ay kung pagbabatayan ang $5 kada turok na presyo sa ibang mga bansang naunang nakipagtransaksyon sa kumpanya para masigurado ang suplay at sa $38 (mahigit P1,800) per dose na ibinabalitang presyo sa Pilipinas.

Pero ayon kay Lacson, kung sakali mang totoo na ang sinabi ni Presidential Spokesperson Harry Roque Jr. na P650 kada turok ang magiging presyuhan sa bansa, ibig sabihin nito ay nagawa ng Senado ang obligasyon nito para sa makatuwirang presyo ng bakuna.

“If it’s true that government is now dropping the price of Sinovac vaccine from P1,847.25 per dose to only P650, the Senate has probably done our share to save our people billions of pesos in the country’s vaccination program. Netizens can pat themselves on the back,” paliwanag pa ni Lacson sa kanyang Twitter account.

Lacson: Differences in Sinovac Prices Smack of Corruption

Sharp differences in the prices of Sinovac vaccines in the Philippines and elsewhere may smack of corruption, Sen. Panfilo M. Lacson said Sunday.

Lacson noted that while Sinovac’s product may cost as little as $5 per dose, it may cost as much as a whopping $38 (more than P1,800) in the Philippines.

But Lacson said that if it is true the government is dropping the price of Sinovac vaccines to only P650 per dose, the Senate may have done its share to save billions of pesos in the government’s vaccination efforts.

Lacson’s Christmas Wish: Early Procurement of COVID Vaccines, No More Incompetence

The early procurement of COVID vaccines amid renewed government efforts to procure them from the United States is Sen. Panfilo M. Lacson’s wish for this Christmas.

Lacson also said there should be no room for incompetence and ineptitude, especially on the part of Health Secretary Francisco Duque III, after the events earlier this week.

“My Christmas wish is simple. I hope we Filipinos survive this pandemic, and we get the needed vaccines soonest,” Lacson said in an interview on DWIZ radio.

But he added the Cabinet, including vaccine czar Carlito Galvez Jr., should help Duque not by defending him in media but by getting his job done.

The roof leaks that reportedly destroyed documents and records at the office of the Philippine Health Insurance Corp. (PhilHealth) in Region 1 do not appear to be from natural causes, Sen. Panfilo M. Lacson said Saturday.

Lacson, citing information reaching him, said the leaks occurred in selected areas of what was supposed to be a newly occupied building by PhilHealth, whose personnel moved in only last December.

“There were indications the roof leak was not due to natural causes. The information I got is that there was an inventory of documents when the leaks occurred, particularly at the IT and accounting departments,” he said in an interview on DWIZ.

He added the PACC personnel who were examining the records were surprised that the leak suddenly occurred. “A video of the incident shows the ceiling was new. How come there was a leak?” he noted.
