Ping: Panahon na Para Ibigay sa LGUs ang Procurement at Implementasyon ng Proyekto

Para maiwasan ang korapsyon at maling paggastos ng pondo, napapanahon na para ipasa ng gobyerno sa lokal na pamahalaan ang pagbili ng supplies at implementasyon ng kani-kanilang proyekto, ayon kay Senador Ping Lacson nitong Miyerkules.

Ayon kay Lacson, marami nang nagawang maling desisyon ang mga pambansang ahensya ng gobyerno sa procurement, kabilang na ang paglipat ng P42 bilyon sa Department of Budget and Management Procurement Service (PS-DBM), kung saan nakakuha ng bilyun-bilyong kontrata ang mga kahina-hinalang kompanya tulad ng Pharmally Pharmaceutical Corp. sa kabila ng kakulangan sa qualifications.

“Why don’t we devolve the procurement of medicines, drugs and other items? It’s about time. Time and again we have witnessed bad procurement by the DOH and other line agencies,” ani Lacson sa deliberasyon ng Senado sa P5.024-trilyong national budget para sa 2022.

Lacson: Time to Devolve Procurement, Project Implementation Functions to LGUs

To prevent corruption and underutilization of the national budget, it is high time that the government devolve its procurement of supplies and implementation of projects to the local government units, Sen. Panfilo “Ping” M. Lacson said Wednesday.

Lacson said national agencies have shown bad procurement decisions, including the transfer of P42 billion to the Department of Budget and Management’s Procurement Service – which in turn allowed shady firms such as Pharmally Pharmaceutical Corp. to bag multibillion-peso contracts despite lack of qualifications.

“Why don’t we devolve the procurement of medicines, drugs and other items? It’s about time. Time and again we have witnessed bad procurement by the DOH and other line agencies,” he said at the Senate deliberation on the P5.024-trillion budget for 2022.

Ping: Bigyan ng Laya ang LGUs na Magpatupad ng Sariling Proyekto Alinsunod sa Mandanas Ruling

Kaakibat ng mas malaking kita sa buwis ang mas mabigat ding responsibilidad.

Ipinaglaban ni Senador Ping Lacson nitong Martes ang mas malawak na awtonomiya kasama ang sapat na pananagutan para sa lokal na pamahalaan, na inaasahang tatanggap ng mas malaking bahagi ng buwis simula 2022.

Bilang tagapagsulong ng layunin na mas palakasin ang mga LGU sa pagpapatupad ng kani-kanilang proyekto, ibinahagi ni Lacson na ito ang susi sa decentralization na hindi magbibigay ng puwang para sa mga tiwali na pagsamantalahan ang kaban.

Lacson: LGUs Should Have Greater Autonomy, Accountability to Implement Mandanas Ruling

With greater tax revenue shares come greater accountability.

On this note, Sen. Panfilo “Ping” Lacson batted Tuesday for greater autonomy alongside greater accountability for local government units as they start getting an increased share of government tax revenues starting in 2022.

Lacson, a champion of empowering LGUs in implementing local development projects, said this is the key to true decentralization in the country while minimizing the chances of corruption in the use of the bigger revenues.

Ping: Partisipasyon ng Pribadong Sektor, LGU sa Vaccination Program Palakasin

Ituring na katuwang ang pribadong sektor at mga lokal na pamahalaan sa programang pagbabakuna ng pamahalaan laban sa COVID-19, sa halip na tratuhin sila bilang kakompetensiya.

Kasabay nito, nanawagan si Senador Panfilo Lacson na mas palakasin ang partisipasyon ng pribadong sektor at mga lokal na pamahalaan sa naturang programa sa pamamagitan ng pagluluwag sa mga ito na makaangkat at maisagawa ang proseso ng pagbabakuna.

Ang kailangan lamang umano ay matiyak ang regular na koordinasyon ng mga ito sa mga mangangasiwa sa programa, ang Department of Health (DOH) at National Task Force Against COVID-19.

“One common mistake that every administration commits is treating the private sector as competitors through over-regulation instead of partners especially during the time of crisis such as this pandemic that we are confronting now,” banggit ni Lacson.

“Let’s face the reality that the private sector does not go through the same bureaucratic delays that their counterpart in the public sector suffers from,” obserbasyon ng mambabatas.

Lacson Pushes Greater Private Sector, LGU Participation in Vaccination Program

The private sector and local government units (LGUs) should be treated as partners and not competitors in the national government’s COVID-19 vaccination program by being allowed to actively and even proactively procure and administer vaccines, Sen. Panfilo M. Lacson stressed Monday.

Lacson said this is as long as they are in close coordination and under the supervision of the Department of Health and National Task Force Against COVID-19.

“One common mistake that every administration commits is treating the private sector as competitors through over-regulation instead of partners especially during the time of crisis such as this pandemic that we are confronting now,” he said.

“Let’s face the reality that the private sector does not go through the same bureaucratic delays that their counterpart in the public sector suffers from,” he added.
