Lacson Pushes Maximizing LGUs’ Participation in Crafting Budget

Senate President Pro Tempore Panfilo “Ping” M. Lacson on Thursday pushed anew for maximizing the participation of local government units (LGUs) in the crafting of the national budget, with their priority programs and activities getting a bigger share of the budget pie.

Lacson said that while only 35 percent of projects endorsed by regional development councils are accommodated in the National Expenditure Program, he is hoping this can be enhanced to up to 60 percent.

“(Our effort) is to get them involved in the preparation of the NEP, maximize their participation. In fact the President himself issued Executive Order 82 strengthening and enhancing the participation of regional development councils. And the RDCs rely heavily on local development councils,” he said in his interpellation of the proposed 2026 budget for the DILG’s Support to Local Governance Program.

“Sa ngayon we’re still at 35% of the entire NEP sa budget call. Ang pumapasok sa NEP sa mga 35% output ng RDCs. We want to further enhance that makarating man lang ng 50-60% (For now only 35% of the projects endorsed by the regional development councils are accommodated in the NEP. We want to further enhance that to 50-60%),” he added.

Lacson Dismayed Over Low Adoption of Local Projects in 2026 Budget

Sen. Panfilo “Ping” M. Lacson voiced dismay over the continued low adoption of local development projects in the proposed national budget for 2026.

Lacson said figures from the Development Budget Coordination Committee (DBCC) showed only 19.9 percent of the proposals from local development councils were adopted in the National Expenditure Program (NEP).

He pushed for an adjustment of the schedules for the submission by local development councils of their local development programs to the Department of Budget and Management (DBM).

“I noticed that only 19.9 percent of projects proposed by the Local Development Councils were adopted in the NEP. It seems local development plans were neglected again,” he said in Filipino during the regular Senate session Monday afternoon.

Integrating Ayudas Under 4Ps Tops Ping Lacson’s Legislative Agenda

Integrating all forms of “ayuda” under the government’s Pantawid Pamilyang Pilipino Program (4Ps) program will top the legislative agenda of incoming Senator Panfilo “Ping” M. Lacson in the 20th Congress.

Lacson said Monday that this is part of his push for good governance, along with an intensified scrutiny of the national budget bill, upon his return to the Senate.

“This early, I have instructed my prospective legislative staff to draft an amendment to Republic Act 11310, the law on the 4Ps program, to expand it and address the sectors covered by the other forms of ayuda that have become confusing and have become a political tool used by some politicians for their campaigns, both during and outside of the campaign period,” Lacson said in Filipino, in an interview on Bombo Radyo Philippines.

“Expanding the 4Ps will be better because the 4Ps has a data-driven list of beneficiaries; unlike other ayuda programs that are indiscriminate and are prone to duplication like TUPAD, AKAP, AICS and MAIP,” he added.

Recto Endorses Ping Lacson’s Senatorial Bid, National Budget Advocacies

BATANGAS CITY – Independent senatorial candidate Panfilo “Ping” M. Lacson on Saturday scored a double win here after getting the endorsement of Finance Secretary and former senator Ralph Recto not just for his senatorial bid but also for his advocacy to empower local government units (LGUs).

In throwing his support behind Lacson’s senatorial bid, Recto said he is confident Lacson will keep watch over the national budget to make sure taxpayers’ money will be used properly.

“I am sure Ping Lacson will guard the budget where the government spends P16 billion a day. His and fellow senators’ role will be important in this respect,” he said in Filipino at a gathering with local mayors here Saturday afternoon.

Ping: Panahon na Para Ibigay sa LGUs ang Procurement at Implementasyon ng Proyekto

Para maiwasan ang korapsyon at maling paggastos ng pondo, napapanahon na para ipasa ng gobyerno sa lokal na pamahalaan ang pagbili ng supplies at implementasyon ng kani-kanilang proyekto, ayon kay Senador Ping Lacson nitong Miyerkules.

Ayon kay Lacson, marami nang nagawang maling desisyon ang mga pambansang ahensya ng gobyerno sa procurement, kabilang na ang paglipat ng P42 bilyon sa Department of Budget and Management Procurement Service (PS-DBM), kung saan nakakuha ng bilyun-bilyong kontrata ang mga kahina-hinalang kompanya tulad ng Pharmally Pharmaceutical Corp. sa kabila ng kakulangan sa qualifications.

“Why don’t we devolve the procurement of medicines, drugs and other items? It’s about time. Time and again we have witnessed bad procurement by the DOH and other line agencies,” ani Lacson sa deliberasyon ng Senado sa P5.024-trilyong national budget para sa 2022.
