On Feb. 10, 2020, the resolution was adopted, with Sen. Lacson designated as chairman. Members include Senators Bong Go, Bato dela Rosa, Francis Tolentino and Nancy Binay (majority); and Kiko Pangilinan and Risa Hontiveros (minority).
“… To allow, as it hereby allows, Senator Leila M. de Lima to participate in Senate Plenary Sessions through teleconferencing, video conferencing or other reliable forms of remote or electronic communications through the use of the appropriate electronic equipment and/or devices or medium of information, broadcast or telecommunications facilities or equipment.” (co-author with Sen. Isinulong ni Senador Panfilo Lacson, kasama si Senate President Vicente Sotto III at Sen. Gregorio Honasan II, ang resolusyong naglalayong sermunan ang mga mambabatas ng Estados Unidos na nakikialam sa sistema ng hudikatura ng Pilipinas sa pamamagitan ng dalawang resolusyon.
Sa Senate Resolution 1037 na magkasamang iniakda at isinumite ng tatlong mambabatas, malinaw na isinaad ng mga ito na hindi puwedeng makialam ang mga dayuhan sa panloob ng usapin ng Pilipinas.
Nilinaw din ni Lacson na walang ibang hangarin ang kanilang pagsasampa sa Senate Resolution 1037, at kung may mga personalidad umanong nasali sa aksyon nilang ito laban sa pakikialam ng mga banyagang mambabatas, ito ay nagkataon lamang.
“Sen. (Leila) de Lima and Ms. (Maria) Ressa are but incidental to the intent of this resolution. They are entitled to fair justice and judgment by the courts handling their cases. But what we need to point out is that supremacism has no place in a civilized world regardless of race, color and status in wealth and power,” paliwanag ni Lacson.
Senate President Vicente C. Sotto III and two colleagues filed late Wednesday a resolution rebuking some members of the United States Congress for interfering with the Philippine judicial process via two proposed resolutions.
Introducing Philippine Senate Resolution 1037 along with Sotto were Senators Panfilo M. Lacson and Gregorio B. Honasan II.
Lacson emphasized Sen. Leila de Lima and Maria Ressa, whose release the proposed US resolutions sought, are “incidental” to the intent of the Philippine Senate resolution.
“Sen. de Lima and Ms. Ressa are but incidental to the intent of this resolution. They are entitled to fair justice and judgment by the courts handling their cases. But what we need to point out is that supremacism has no place in a civilized world regardless of race, color and status in wealth and power.” Lacson stressed.
Hahalungkatin ni Senador Panfilo Lacson ang misteryosong di-pagkakabigay sa mga tauhan ng Philippine National Police Special Action Force (PNP-SAF) ng P59.8 milyon na karagdagang subsistence allowance ng mga ito.
Sa pamamagitan ng Senate Resolution 712 na inihain ni Lacson, inatasan nito ang Senate Committee on Public Order and Dangerous Drugs na kanyang pinamumunuan na imbestigahan ang nabanggit na anomalya.
Sen. Panfilo M. Lacson is pushing a Senate investigation into a P59.8-million mess involving the withholding of daily subsistence allowance and explosive ordnance disposal hazardous pay for the Philippine National Police’s elite Special Action Force.
Lacson said the withholding of such allowances, if true, threatens to demoralize members of the SAF, who are the frontliners in fighting terrorism and criminality.
`”We cannot allow, yet again, another injustice to be committed against our heroes in uniform who are in the forefront of our fight against the ills of terrorism and criminality, lest we risk demoralization within their ranks. Thus the need to probe into the said allegations.”
Sen. Lacson, whose resolution for a review of RA 10121 (Philippine Disaster Risk Reduction and Management Act of 2010) was one of the grounds of the hearing, stressed the need for a separate agency to focus on dealing with disasters.
“This is an opportune time (to review the Philippine Disaster Risk Reduction and Management Act, because) the Philippines is third most risky in terms of disasters. It’s been eight years (since the law was passed). We have not reviewed (the law) as mandated under Republic Act 10121.”
“Even before I left the OPARR, ito ang naiwanan kong recommendation kay then President Aquino noon: It’s about time we created a separate agency even under the Office of the President para talagang may lead agency. Ngayon medyo sabog eh. Mahirap ang council-type na coordinative, tapos naka-integrate lang, puro monitoring ang mangyayari. There must be a separate lead agency who will take care and assume responsibility.”
