Isasailalim na sa Tanggapan ng Pangulo ang ilang responsibilidad at tungkulin ng mga ahensiya ng pamahalaan na nauugnay sa pangangasiwa ng mga lupain upang higit na mapagtuunan ng pansin ang mga ito at maging mas kapaki-pakinabang.
Ito ay batay sa Senate Bill 256 na natutungkol sa pagbuo ng Land Administration Authority (LAA), na iniakda at inahin ni Senador Panfilo Lacson, na una na ring nagpanukala ng pagpapaunlad sa mga barangay sa pamamagitan ng direktang pondo sa mga proyekto ng mga ito buhat sa kaban ng bayan.
“While land is considered the ultimate resource in sustaining life, government agencies have not been efficient in functions such as land surveys, mapping, classification, titling and disposition and registration,” paliwanag ni Lacson sa kanyang panukala.

Sa pamamagitan ng nabanggit na panukala, unti-unti umanong mapapahusay ang pangangasiwa sa mga lupain na nagsisilbing pangunahing instrumento para bawasan ang kahirapan at iangat ang ekonomiya.
“The proposed Land Reform Act seeks to improve the land sector as a driver to sustainable development, economic growth and poverty alleviation. The bill’s enactment will ensure recognition of the Philippines in the global initiative for sustainable development. It will ultimately improve the access to land and services for the majority of the Filipino people, especially the poor,” ayon pa kay Lacson.
Sa ilalim ng Senate Bill 256, aalisin sa ilang umiiral na ahensiya ng pamahalaan ang ilang partikular na responsibilidad sa mga lupain.
Kabilang sa mga ahensiyang mababawasan ang trabaho patungkol sa mga lupain ay ang Department of Environment and Natural Resources (DENR), Department of Justice (DOJ), Land Registration Authority (LRA)-Registry of Deeds (RoD), National Mapping and Resource Information Authority (NamRia) at Department of Agrarian Reform (DAR).
“There are legal and institutional defects in the structure and operations of the land administration system, causing confusion, delays, high transaction costs – and graft and corruption,” ayon pa kay Lacson.
“Worse, duplication and overlap of activities by various government agencies may result in delays in the disposition and titling of alienable and disposable land; inaccurate and incomplete land information and records; proliferation of fake titles; and unnecessary costs of land administration services to national and local governments and clients,” paliwanag pa ng mambabatas.
Ang mga aalising trabaho patungkol sa lupain sa mga nabanggit na ahensiya ay ililipat sa LAA at ito na ang mag-uulat sa Pangulo ng mga pangyayari at anumang mga usapin na kailangang pagpasyahan.
