Paano nasabi ng Department of Social Welfare and Development na mayroon silang 94-percent physical accomplishment sa pamamahagi ng pondo mula sa Social Amelioration Program (SAP), kung 80 porsyento lamang ang kanilang nailabas na pondo?
Ito ang binigyang diin ni Senador Panfilo Lacson nitong Lunes sa kanyang interpelasyon sa panukalang badyet ng DSWD para sa taong 2022 na umaabot sa P191.4 bilyon.
“Something doesn’t add up. The DSWD’s latest data showed that the agency was able to distribute SAP to 717,372 out of 761,259 target beneficiary families. That would constitute 94.23-percent accomplishment as of Aug. 31, 2021,” ani Lacson.
Ngunit ayon din sa naturang report, makikita na 80 porsyento lamang ng pondo ng DSWD ang nagamit para sa SAP.
Paliwanag ni Hannah Carido ng DSWD, may ginawa silang adjustment sa kanilang target, kung saan 855,597 ang target na benepisyaryo noong Enero 2021 sa halip na 717,372.
Sa kabilang banda, inatasan naman ni Lacson ang DSWD na matuto na mula sa kanilang “poor planning” kung saan kailangan nilang makipagugnayan sa Starpay matapos mapag-alaman na 70 porsyento pala ng SAP beneficiaries ay may depektibo o walang mobile phone.
“The DSWD became reactive. It did not determine the beneficiaries’ capability to use mobile phones before distributing the aid, so it had to engage financial service providers. It should have planned first and determined the capability of the beneficiaries to receive aid via mobile phones. The bottom line is poor planning,” giit ni Lacson.
Sa kabilang banda, sinabi rin ni Lacson na namroblema ang ilang mga local government unit sa pagpapamahagi ng SAP matapos silang makatanggap ng mga reklamo na hindi naipapamahagi ang SAP base sa datos ng DSWD, na kalaunan ay napag-alaman na lumang datos na pala noong 2015.
“Some barangay chairmen agreed among themselves to just redistribute the P5,000 to P8,000 accordingly because the list provided by the DSWD central office was outdated,” sabi ni Lacson.
“They wanted to adapt to the situation on the ground. We cannot fault the LGUs,” dagdag ng senador.
