Ping Lacson’s LGU-Empowering Proposal Gets Vilma Santos’ Support

Independent senatorial candidate Panfilo “Ping” M. Lacson’s proposal to empower local government units (LGUs) by giving them a one-percent rebate on their Value-Added Tax collections has gained a super fan.

Lacson said former Batangas Rep. Vilma Santos-Recto, who is running for governor in the 2025 local elections, was happy with the idea of a rebate that would go to development, infrastructure and livelihood programs.

“Former Rep. Vilma Santos, who is running for governor, was very happy with the proposal,” he said in Filipino, in an interview on DZRH Thursday afternoon.

“She jokingly told me she would take care of Sec. Recto and lobby with him every night to not oppose the proposal because it is very sound,” he added.

Lacson said he presented his proposal at a lunch meeting with Sec. Recto, Ms. Santos-Recto, and local officials of Batangas during the sortie there of the Alyansa para sa Bagong Pilipinas senatorial slate.

Earlier, Lacson said Sec. Recto had expressed support not just for his senatorial bid, but also for his proposal to empower the LGUs through the rebate of their contributions to the national government’s tax collection.

Under Lacson’s proposal, LGUs will get a 1% rebate of the 12% VAT they collect and remit to the national government. The rebate will go to development, livelihood and infrastructure projects.

In turn, the proposed setup will serve as an added incentive or motivation for LGUs to improve their tax collection as well as their efforts toward economic growth.

“This will spur development while contributing to bigger tax collections for the government,” Lacson said.

Panukala ni Ping Lacson para Palakasin ang LGU, Suportado ni Vilma Santos

Nakakuha ng malakas na suporta mula sa “Star for All Seasons” ang panukala ni independent senatorial candidate Panfilo “Ping” M. Lacson para palakasin ang local government units (LGUs) sa pamamagitan ng 1% rebate ng kanilang Value-Added Tax collections.

Ayon kay Lacson, tuwang tuwa si dating Batangas Rep. Vilma Santos-Recto – na tumatakbo sa pagka-gobernador sa darating na halalan – sa panukalang bigyan ang LGU ng ganitong rebate na pupunta sa mga development, infrastructure at livelihood program.

“Tuwang tuwa si Vilma Santos, ang kandidatong governor ngayon, mukhang wala naman yata siyang mabigat na laban doon,” ani Lacson sa panayam sa DZRH radio.

“Biniro pa niya ako. Sabi niya, Senator, akong bahala kay Ralph. Ako ang No. 1 lobbyist. Gabi-gabi kukulitin ko yan, huwag niyang kontrahin ang panukala kasi maganda talaga ang panukala,” dagdag niya.

Ani Lacson, pinresenta niya ang panukala sa isang lunch meeting na kasama sina Sec. Recto, Bb. Santos-Recto, at mga lokal na opisyal ng Batangas sa pagdalo doon ng Alyansa para sa Bagong Pilipinas senatorial slate.

Nabanggit ni Lacson noon na nagpahayag ng suporta si Sec. Recto hindi lang sa kanyang senatorial bid kundi pati na rin sa mungkahi niyang palakasin ang LGUs sa pamamagitan ng rebate.

Sa mungkahi ni Lacson, makakakuha ang LGU ng 1% rebate galing sa 12% VAT na kanilang kinokolekta at ibinibigay sa pambansang pamahalaan. Ang rebate ay mapupunta sa development, livelihood at infrastructure projects.

Isa pang maganda sa mungkahi ni Lacson ay ang pagiging incentive o motivation nito para sa mga LGU na pagandahin ang kanilang pangongolekta ng buwis.

“Mag-spur ang development at lalong maka-contribute sila ng mas malaki pa sa coffers ng national,” aniya.
