Ping Lacson Bill Mandates 1% Share of VAT Collections for LGU Development Projects

Local government units (LGUs) that collect their taxes efficiently may soon avail of a special fund to finance their local development projects, programs and activities, once a bill filed by Sen. Panfilo “Ping” M. Lacson is passed into law.

Senate Bill 405, which Lacson filed last July 9, mandates the allocation of one percent of total Value-Added Tax (VAT) collections to finance such local development projects – and could motivate other LGUs to improve their tax collection as well.

“This bill intends to incentivize local government units (LGUs) that consistently achieve their revenue collection targets and substantially contribute to the national coffers. Such incentives are designed to serve as motivation for LGUs to facilitate business operations and reduce barriers for small entrepreneurs, hence, further enhancing tax collection efficiencies,” Lacson, a champion of LGUs, said in his bill titled “The Local Government Development Fund Act of 2025.”

“Giving the LGUs the necessary wherewithal to be active participants in the development of our country will contribute to dismantling the culture of mendicancy and political patronage that viciously thrive in our system. Ultimately, this will help in the realization of the elusive inclusive growth that the Filipinos all aspire for as a nation,” he added.

Integrating Ayudas Under 4Ps Tops Ping Lacson’s Legislative Agenda

Integrating all forms of “ayuda” under the government’s Pantawid Pamilyang Pilipino Program (4Ps) program will top the legislative agenda of incoming Senator Panfilo “Ping” M. Lacson in the 20th Congress.

Lacson said Monday that this is part of his push for good governance, along with an intensified scrutiny of the national budget bill, upon his return to the Senate.

“This early, I have instructed my prospective legislative staff to draft an amendment to Republic Act 11310, the law on the 4Ps program, to expand it and address the sectors covered by the other forms of ayuda that have become confusing and have become a political tool used by some politicians for their campaigns, both during and outside of the campaign period,” Lacson said in Filipino, in an interview on Bombo Radyo Philippines.

“Expanding the 4Ps will be better because the 4Ps has a data-driven list of beneficiaries; unlike other ayuda programs that are indiscriminate and are prone to duplication like TUPAD, AKAP, AICS and MAIP,” he added.

Ping Lacson’s LGU-Empowering Proposal Gets Vilma Santos’ Support

Independent senatorial candidate Panfilo “Ping” M. Lacson’s proposal to empower local government units (LGUs) by giving them a one-percent rebate on their Value-Added Tax collections has gained a super fan.

Lacson said former Batangas Rep. Vilma Santos-Recto, who is running for governor in the 2025 local elections, was happy with the idea of a rebate that would go to development, infrastructure and livelihood programs.

“Former Rep. Vilma Santos, who is running for governor, was very happy with the proposal,” he said in Filipino, in an interview on DZRH Thursday afternoon.

“She jokingly told me she would take care of Sec. Recto and lobby with him every night to not oppose the proposal because it is very sound,” he added.

On DOF Getting Netflix’s Support for VAT on Digital Services

Thank you, Ralph for making what was almost impossible for the Philippines to accomplish a few years ago almost possible under your watch.

Being able to actually tax Netflix is just one of several steps to take, though. Just imagine if we could tax all the others…

To both instant bashers and sober observers: Unfortunately, yes – if DOF succeeds in capturing Netflix, YouTube Premium, Premium X and other foreign online digital services for VAT purposes, the same will be passed on to us, subscribers.

That said, I am looking at the income tax to be collected in case they have local offices and distributors based here. Better to collect than not at all.

Lacson, May Solusyon sa Tumataas na Presyo ng Gasolina

Kondisyunal na pagsuspinde sa excise tax ng gasolina, at ang pagtanggal sa napakaraming Value-Added Tax (VAT) exemptions.

Ayon kay Senador Panfilo “Ping” M. Lacson, ito ang dalawang magkaakibat na solusyon na magbibigay ng hinga sa mga Pilipino sa patuloy na pagtaas ng presyo ng gasolina.

“We can conditionally suspend excise taxes on fuel when oil prices reach a threshold price in the international market such as $90 or even $100 per barrel. This could provide some breathing space not just for the transport sector but those affected by high fuel prices,” ayon kay Lacson sa isang panayam Linggo ng gabi.
