Citing ongoing risks to global oil supply due to the conflict in the Middle East, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Sunday the Marcos administration should consider exploring joint energy ventures with China, including in the West Philippine Sea.
Lacson, however, stressed that any such arrangement must strictly comply with the 60-40 foreign ownership provision under the Philippine Constitution.
“Yes. Four-square behind, sinusuportahan ko. Kasi sayang eh. Yayaman tayo doon (Yes. I am supporting this, I’m four-square behind it. There is so much potential. We can benefit greatly from it),” he said in an interview on DZBB radio, when asked if the Marcos administration should consider joint exploration.

Under Sec. 2, Art. XII of the 1987 Constitution, the State “may enter into co-production, joint venture, or production-sharing agreements with Filipino citizens, or corporations or associations at least sixty per centum of whose capital is owned by such citizens.”
Lacson noted that while information shows the West Philippine Sea is rich in natural gas and oil that can help address our energy needs, the Philippines lacks the technical and financial resources to explore them on its own. In contrast, he said China has the technology and equipment for such operations.
He recalled that during the Duterte administration, he along with Senate President Vicente Sotto III and then Sen. Gregorio Honasan II discussed the matter with then President Rodrigo Duterte, who Lacson said was “very supportive” of the initiative.
“Ang mahalaga lang sa atin, on paper sa agreement, sa MOA or whatever na pipirmahan, maliwanag emphasized doon 60-40. Pag pumayag ang China, panalo na tayo dahil ibig sabihin nire-recognize nila ang sovereignty ng Pilipinas sa West Philippine Sea o kung saan man ang area na ma-explore (What is important is that for us, at least on paper, the 60-40 provision is emphasized. If China agrees, it is a big win for us because it means they recognize our sovereignty in the West Philippine Sea and other areas of the Philippines that the joint exploration may cover),” Lacson said.

Dahil sa patuloy na panganib sa pandaigdigang suplay ng langis bunsod ng sigalot sa Gitnang Silangan, sinabi ni Senate President Pro Tempore Panfilo “Ping” M. Lacson nitong Linggo na dapat pag-aralan ng administrasyong Marcos ang posibilidad ng joint energy venture sa China, kabilang ang sa West Philippine Sea.
Gayunman, iginiit ni Lacson na ang anumang ganitong kasunduan ay dapat mahigpit na sumunod sa 60-40 na probisyon sa pagmamay-ari ng dayuhan na nakasaad sa Saligang Batas ng Pilipinas.

Sa ilalim ng Seksyon 2, Artikulo XII ng 1987 Konstitusyon, ang Estado ay maaaring pumasok sa co-production, joint venture, o production-sharing agreements sa mga mamamayang Pilipino, o sa mga korporasyon o asosasyon na hindi bababa sa animnapung porsyento ng kapital ay pag-aari ng mga naturang mamamayan.
Ayon kay Lacson, bagama’t ipinapakita ng mga impormasyon na mayaman ang West Philippine Sea sa natural gas at langis na makatutulong sa pagtugon sa pangangailangan sa enerhiya ng bansa, kulang ang Pilipinas sa teknikal at pinansyal na kakayahan upang magsagawa ng eksplorasyon nang mag-isa. Sa kabilang banda, aniya, taglay ng China ang teknolohiya at kagamitang kinakailangan para sa ganitong operasyon.
Binalikan din niya na sa panahon ng administrasyon ni Rodrigo Duterte, tinalakay niya kasama sina dating Senate President Vicente Sotto III at dating Senador Gregorio Honasan II ang usapin kay Pangulong Duterte, na ayon sa kanya ay “very supportive” sa naturang inisyatiba.
