Layunin ng Senate Bill 26 na amyendahan ang ilang nilalaman ng Republic Act 1405 o ang Bank Secrecy Law bunga na rin ng pagiging “madamot” nito sa publiko kaugnay sa mga detalye ng bank accounts ng mga mga opisyal at kawani ng pamahalaan.

Ang bahaging nagbabawal sa mga bangko na isiwalat ang mga bank accounts ng mga opisyal, halal man o itinalaga, at mga kawani ng pamahalaan ang nais ni Lacson na mabago batay sa nilalaman ng kanyang panukala.

PingBills | Nowhere to Hide: Lacson Bill Removes Bank Secrecy Act Protection for Gov’t Officials, Employees

Government officials and employees who enrich themselves while in office will now have a harder time hiding their ill-gotten wealth, with a bill filed by Sen. Panfilo M. Lacson excluding all public servants from the Bank Secrecy Law.

Lacson’s Senate Bill 26 strips public servants of the “protection” from Republic Act 1405, which prohibits disclosure or inquiry into bank deposits as a general rule.

He noted the Bank Secrecy Act’s provision prohibiting the disclosure of or inquiry to bank deposits has frequently been exploited to “hamper and stall investigations” of government officials and employees suspected of enriching themselves while in public office.

Ito ang pangunahing nilalaman ng Senate Bill 25 o “Prepaid Subscriber Identity Module Cards Regulations Act of 2019” na inihain ni Senador Panfilo Lacson.

Kabilang sa mga layunin ng Senate Bill 25 ang sugpuin ang krimen at mga kabulastugang nagaganap gamit ang mga mobile gadgets gaya ng cellular phones, sa harap na rin ng katotohanan na nahihirapan ang mga awtoridad na ma-monitor at makontrol ang nagaganap na abuso sa mga makabagong teknolohiya ng komunikasyon.

PingBills | To Stop ‘Tapon-SIM’ Scams, Crimes: Lacson Files Bill Requiring Prepaid SIM Card Registration

A bill by Sen. Panfilo M. Lacson may finally help stop online scams and so-called “Tapon-SIM” crimes where criminals use prepaid SIM cards that can be disposed of to throw law enforcers off their trail.

Senate Bill 25, dubbed the “Prepaid Subscriber Identity Module (SIM) Cards Regulations Act of 2019,” requires the registration of prepaid SIM cards to prevent their illegal or malicious use.

“Not only is this prepaid SIM card easily accessible, i.e., it can be bought almost anywhere, the owners thereof can likewise easily evade detection since prepaid SIM cards are virtually undetectable. Due to this, unscrupulous individuals almost always take advantage of the same in the pursuit of their criminal activities to the detriment not only of a particular interest but that of the whole nation,” Lacson, who as a law enforcer had fought kidnap-for-ransom gangs that used such ‘Tapon-SIM’ tactics, said in his bill.

PingBills | Ping: Publiko, Isali Na sa Pagbusisi sa Pambansang Badyet

Kung isasali ang publiko sa pagsusuri ng mga miyembro ng Mataas at Mababang Kapulungan ng Kongreso sa paghubog ng pambansang gastusin ng pamahalaan taun-taon, mas mahirapang makakalusot ang tangkang pagpapakasasa sa kaban ng bayan ng mga mambabatas na makakapal ang mukha.

Malinaw itong nakasaad sa Senate Bill 24 na inihain ni Senador Panfilo Lacson, kung saan ay pinapahintulutan ang publiko na makapanood nang personal at makasali sa talakayan ng mga mambabatas sa pambansang badyet mula sa komite hanggang sa bicameral conference committee.

“Now is the time for Congress to recognize the importance of the direct participation by people’s organizations and non-government organizations in the budget deliberation,” paliwanag ni Lacson sa kanyang panukala.

Dapat din ma-institutionalize ang legislature-civil society collaboration “to achieve a people-oriented budget as well as establish transparency and accountability in the budget process,” dagdag ni Lacson.
