PingBills | Lacson’s BRAVE Bill Empowers LGUs to Achieve Inclusive Growth

Local government units will soon get much-needed funding for their key development projects with the proposed Budget Reform for Village Empowerment (BRAVE) Act of 2019 filed by Sen. Panfilo M. Lacson.

Senate Bill 23 guarantees an annual Local Development Fund to help LGUs in provinces, cities, towns and barangays implement their three-year Comprehensive Development Plans.

Under the bill, a LDF for financing development projects, activities and programs will be given to:

* Provinces: P500 million to P1 billion per year
* Cities: P100 to P200 million each per year
* Towns/municipalities: P50 to P100 million each per year
* Barangays: P3 to P5 million each per year

Maaari nang i-wiretap ang komunikasyon ng mga sangkot sa krimen tulad ng droga at money laundering, at sa mga nagnanais patalsikin ang pamahalaan.

Ito ang pangunahing hangad ng muling pagsasampa ni Senador Panfilo Lacson ng panukalang Anti-Wiretapping Law.

Sa pagsasampa ng Senate Bill 22 na naglalayong amyendahan ang 54-taon nang Republic Act 4200, ipinunto ni Lacson na kailangan nang mas palawakin ang kapangyarihan ng mga alagad ng batas sa pagmanman laban sa mga kriminal.

PingBills | Lacson Bill Updates, Expands Anti-Wiretapping Law

A bill filed by Sen. Panfilo M. Lacson will give law enforcers more teeth against dangerous crimes like drugs, money-laundering and coups, by allowing wiretaps against those involved in such cases.

Senate Bill 22, which seeks to amend and update the 54-year-old Republic Act 4200, also contains provisions protecting people’s right to privacy.

“With the following exceptions, wiretapping, though limited in its applications, has been an effective tool by our law enforcement agencies against criminal elements who have wreaked havoc, instability and lack of equanimity in our country to the detriment of many of our peace-loving citizens. Unfortunately, there are still certain crimes that are not covered under the said exceptional cases, which put not only the lives and property of our people in paramount danger, but also pose a grave threat to our nation’s security. The peace-and-order situation in the country gives testament to this fact and thus, it is imperative for us to revisit RA 4200 in order to further enhance its effectiveness,” he said.

PingBills | Mas Mabangis na Batas vs Terorismo, Puntirya ni Ping

Bilang bahagi ng kanyang krusada para sa kapayapaan at katahimikan ng bansa laban sa karahasan, muling isinulong ni Senador Panfilo Lacson ang panukalang naglalayong pigilin ang nagbabantang pagkalat ng terorismo sa bansa.

Sa Senate Bill 21 na inihain ni Lacson, ninanais nitong amyendahan ang Republic Act 9372 o ang Human Security Act of 2007 upang mas mabigyan ng lakas ang mga mahihinang probisyon na maaring gamitin ng mga teroristang nagbabalak maghasik ng karahasan sa bansa.

“This bill aims to give the government an effective legal framework that would enable it to have a criminal justice response to terrorism. This measure seeks to provide our law enforcement with enough tools to conduct investigations that would enable to them to prevent terrorist attacks before they happen, or in case they are unable to do so, at least bring the perpetrators to justice,” paliwanag ni Lacson sa kanyang panukala.

PingBills | Gov’t Gets More Teeth vs Terrorism with Lacson Bill

To combat the continued global threat of terrorism, Sen. Panfilo M. Lacson has filed a bill that gives the Philippine government more tools to protect the public from this menace.

Senate Bill 21 plugs the loopholes in Republic Act 9372 (the Human Security Act of 2007) so Philippine authorities can prevent terrorist attacks or bring the perpetrators to justice.

“This bill aims to give the government an effective legal framework that would enable it to have a criminal justice response to terrorism. This measure seeks to provide our law enforcement with enough tools to conduct investigations that would enable to them to prevent terrorist attacks before they happen, or in case they are unable to do so, at least bring the perpetrators to justice,” Lacson said in his bill.
