“This proposed legislation seeks to encourage whistleblowers to come out in the open and put an end to the corrupt practices of some government officials or employees. At the same time, it aims to strengthen the present machinery in ensuring the full protection and security of these brave witnesses against any form of retaliation or ostracism, and establish a rewards-and-benefits system in order to ensure the livelihood and welfare of these whistleblowers.”
“The seeming continued proliferation of contraband in prison is an appalling show of contempt for our justice system, whose main purpose is to reform and rehabilitate inmates for their eventual return to society. A convicted criminal resists reformation when he is still exposed to the very objects that had caused his incarceration. Indeed, it would be difficult for an inmate to feel some remorse considering that he still has the comforts of home even when he is behind bars.”
“This proposal seeks to promote the development and maintenance of just, equitable, impartial and nationally consistent real property valuation by establishing appraisal standards, methods and procedures of property valuations and assessment. The bill’s enactment will assist the LGUs in maximizing revenue collections, which in turn will promote genuine local autonomy.”
“It is hereby declared the policy of the State to guarantee equal access and opportunity to public office and service to the public. Towards this end, the Statte adopts a policy of prohibiting political dynasties … to give force and effect to this policy and prevent the concentration of political power to a limited few.”
“While government is doing its best in providing support in the form of food and shelter as well as enacting legislations like the Senior Citizens Act, it cannot be over-emphasized that taking care of the elderly members of the society is not only the function of government, but rather it is a shared responsibility of government and the children of said elderly.”
“False testimonies and sworn statements are sometimes being used to support malicious complaints with the intent of harassing and persecuting innocent persons. This pernicious practice is aimed not only to harass innocent persons but also to put them behind bars and make their families suffer… It is noteworthy that because of these untruthful and inconsistent statements, we have witnessed how some men were robbed of their youth and freedom for a long period of time only to be freed later on account that the reason for their incarceration was based on a ‘polluted source.'”
“The alarming surge of heinous crimes in recent years has shown that reclusion perpetua (life imprisonment), in lieu of death penalty, is not a deterrent to grave offenders.”
Papayagan na ang awtoridad na silipin ang mga bank accounts ng mga matataas na opisyal ng pamahalaan, kabilang na ang Pangulo, sa oras na maisabatas ang panukalang inihain ni Senador Panfilo Lacson.
Layunin ng Senate Bill 26 na amyendahan ang ilang nilalaman ng Republic Act 1405 o ang Bank Secrecy Law bunga na rin ng pagiging “madamot” nito sa publiko kaugnay sa mga detalye ng bank accounts ng mga mga opisyal at kawani ng pamahalaan.
Ang bahaging nagbabawal sa mga bangko na isiwalat ang mga bank accounts ng mga opisyal, halal man o itinalaga, at mga kawani ng pamahalaan ang nais ni Lacson na mabago batay sa nilalaman ng kanyang panukala.

Government officials and employees who enrich themselves while in office will now have a harder time hiding their ill-gotten wealth, with a bill filed by Sen. Panfilo M. Lacson excluding all public servants from the Bank Secrecy Law.
Lacson’s Senate Bill 26 strips public servants of the “protection” from Republic Act 1405, which prohibits disclosure or inquiry into bank deposits as a general rule.
He noted the Bank Secrecy Act’s provision prohibiting the disclosure of or inquiry to bank deposits has frequently been exploited to “hamper and stall investigations” of government officials and employees suspected of enriching themselves while in public office.

Kabilang sa mga layunin ng Senate Bill 25 ang sugpuin ang krimen at mga kabulastugang nagaganap gamit ang mga mobile gadgets gaya ng cellular phones, sa harap na rin ng katotohanan na nahihirapan ang mga awtoridad na ma-monitor at makontrol ang nagaganap na abuso sa mga makabagong teknolohiya ng komunikasyon.
