Ping Lacson: Intelligence Funds Only to Mandated Line Agencies

Intelligence funds should be given only to the line agencies involved in intelligence work because they have the needed training to use such funds, former Sen. Panfilo “Ping” M. Lacson stressed Monday.

Lacson, in an interview on DZBB’s “Ikaw Na Ba? The Senatorial Interviews,” said other agencies that need intelligence inputs or information may tap the services of these agencies.

“I think intelligence funds should be given to the intelligence community. Line agencies needing intelligence information can tap them because they do not have the needed training to conduct intelligence operations,” he said in Filipino.

On Ensuring the Proper Use of Intelligence and Confidential Funds

We have organized and activated a Senate Select Committee on Intelligence and Confidential Funds. Its primary function is to exercise congressional oversight on how such funds are utilized.

The Committee can demand, if it so desires, the submission of pertinent documents of confidential and intelligence funds (CIFs) such as approved intelligence project proposals and the like. The minority bloc is an indispensable part of the select committee.

The present Senate can constitute such a select committee by electing its members and thereafter exercise its functions.

Senate Resolution 310 reactivates a Select Oversight Committee on Intelligence and Confidential Funds, Programs and Activities to investigate the efficiency of government agencies in their use of intelligence and confidential funds. (co-author with Senate President Sotto)

On Feb. 10, 2020, the resolution was adopted, with Sen. Lacson designated as chairman. Members include Senators Bong Go, Bato dela Rosa, Francis Tolentino and Nancy Binay (majority); and Kiko Pangilinan and Risa Hontiveros (minority).
