Ping: Pagpondo sa Bahay Pag-asa, Saluhin ng National Gov’t

Hindi mapopondohan ng mga local government units ang Bahay Pag-asa na dapat sana ay kanlungan ng mga batang nasasangkot sa mga krimen, kung kaya’t dapat na saluhin na lamang ng pambansang pamahalaan ang mga ito.

Ito ang naging rekomendasyon ni Senador Panfilo Lacson bilang dagdag sa mga mungkahing amyendahan ang Republic Act 10630 na tinaguriang Juvenile Justice Act ng bansa.

Sa ilalim ng naturang batas, inatasan ang mga LGU na pangasiwaan at imantini ang mga Bahay Pag-asa na itatayo sa mga nasasakupan ng mga ito na sa kasalukuyan ay hindi naman na halos nangyayari.

Ayon kay Lacson, maaring hindi sinasadyang isantabi ng mga LGU ang kanilang obligasyon sa nabanggit na pasilidad pero marami umanong pagkakataong nagkakaproblema ang mga ito sa pagpopondo.

“There are provinces that may not be able to build, much less maintain, such facilities. Funding for this is no joke. It may run to tens if not hundreds of millions of pesos,” ani Lacson sa panayam ng DZMM.

Lacson Pushes National Government Funding for Child Offenders’ Rehab Facilities

With many local government units unable to do so, it is high time the national government provide funding for facilities built to rehabilitate child offenders, Sen. Panfilo M. Lacson said Wednesday.

Lacson said that while the Juvenile Justice Act (R.A. 10630) provides for funding for the “Bahay Pag-asa” facilities, many LGUs lack the resources to operate them.

“There are provinces that may not be able to build, much less maintain, such facilities. Funding for this is no joke. It may run to tens if not hundreds of millions of pesos,” he said in an interview on DZMM radio.

“It should be the national government that provides the budget for this, instead of the LGU,” he added.

Litisin ang mga batang nahuhuling sangkot sa kriminalidad pero ipatupad ang hatol kapag napatunayan sa sandaling sumapit na sa wastong gulang ang mga ito.

Bahagi ito ng pangunahing tugon ni Senador Panfilo Lacson ukol sa panukalang nagbababa sa siyam mula 15 na taong gulang ang “age of criminal liability.”

“I support lowering the age of criminal liability to a certain level,” ipinunto ni Lacson, bagama’t masyadong mababa ang siyam na taong gulang.

Lacson to Support Lowering Age of Criminal Liability, on Three Conditions

If the offender acted with discernment, if sentencing is suspended until the offender reaches the age of majority, and there are enough reformative facilities.

These are the three conditions for Sen. Panfilo M. Lacson to support lowering the age of criminal liability to deter youths from getting involved in heinous crimes.

But Lacson, who served as Philippine National Police chief from 1999 to 2001, said the age of nine is “too young” for criminal liability.
