Lacson: At Least P3.713-B in Public Funds Wasted on Projects in ‘Illegal’ Taguig Reclamation

At least P3.713 billion in public funds may have been wasted on projects along areas of Laguna Lake in Taguig City that are subject to government action over “illegal” reclamation, Sen. Panfilo “Ping” M. Lacson disclosed on Monday.

“WASTED PUBLIC FUNDS DUE TO MISUSE: Based on official records and our investigation, the total cost of Identified completed, ongoing (and suspended) DPWH Flood Control and Multi-Purpose Projects along the ‘illegal’ Laguna Lakeshore Reclamation Areas in Taguig City has so far reached ₱3.713 billion,” Lacson said in a post on X.

Not Fake News: Lacson Details At Least 4 ‘Fraudulently’ Titled Parcels of Illegally Reclaimed Land in Taguig

Four parcels of illegally reclaimed land in Taguig City have been initially identified as covered by “fraudulently” issued land titles, while at least four other parcels have no plotted title lots in the digital file of the Land Registration Authority (LRA) , Sen. Panfilo “Ping” M. Lacson said Saturday.

Lacson made public the details of the initial findings to dispel insinuations that his earlier disclosures on the illegal reclamation activities in Taguig City were “fake news.”

Lacson: LRA Checking Land Titles Linked to ‘Suspectedly Illegal’ Reclaimed Land in Taguig City

The Land Registration Authority (LRA) is now checking the origin and history of several uncovered land titles covering some 38.83 hectares of illegally reclaimed areas on the Taguig City side of Laguna Lake, based on the materials provided by the Philippine Reclamation Authority (PRA) to his office, Sen. Panfilo “Ping” M. Lacson said.

“I requested them to backtrack the history of the issued OCTs (original certificates of title) and other modes of titling, so we will find out how they were manipulated with the end in view of filing criminal charges against those responsible,” Lacson said.

Lacson: Public Official Who Induces Perjury May Face Disqualification from Public Office

A public official who induces another person to commit perjury may be treated as a principal in the commission of the crime under the conspiracy theory and may be subject to perpetual absolute disqualification from public office, Sen. Panfilo “Ping” M. Lacson said Sunday.

Lacson cited Article 8 of the Revised Penal Code, which provides that a conspiracy exists when two or more persons “come to an agreement on the commission of a felony and decide to commit it.”

“SUBORNATION OF PERJURY: a public official who induces another person to commit perjury may be treated as a principal under the conspiracy theory (Art 8 RPC) in the commission of the crime and shall also suffer an accessory penalty of perpetual absolute disqualification,” he said in a post on X.

Lacson: Heavier Penalties for ‘Subornation’ of Perjury Needed to Curb ‘Business’ of Testimonies and Recantations

Sen. Panfilo “Ping” M. Lacson is pushing for heavier penalties against those who induce or force another person to commit perjury, following the recent recantations of “coached witness” Orly Guteza and three of the “Maleta Boys” regarding their statements claiming to have delivered cash in suitcases to certain personalities.

Lacson also sought stricter enforcement of the current Anti-Perjury Law to curb the “lucrative business” of testimonies and recantations, especially those targeting political personalities.

“Orly Guteza’s recantation should not end there. Republic Act No. 11594 which we passed in October 2021 has increased the penalty for perjury to ‘prision mayor’. Further, a person who induces another to commit perjury is also liable for being a principal by inducement,” he said in a post on X.
