Not Fake News: Lacson Details At Least 4 ‘Fraudulently’ Titled Parcels of Illegally Reclaimed Land in Taguig

Four parcels of illegally reclaimed land in Taguig City have been initially identified as covered by “fraudulently” issued land titles, while at least four other parcels have no plotted title lots in the digital file of the Land Registration Authority (LRA) , Sen. Panfilo “Ping” M. Lacson said Saturday.

Lacson made public the details of the initial findings to dispel insinuations that his earlier disclosures on the illegal reclamation activities in Taguig City were “fake news.”

“Since Sen. (Alan Peter) Cayetano keeps publicly asking for evidence, I’ll give it to him, in the spirit of public interest,” he said in a post on X.

Lacson said the details of the four “fraudulently” titled parcels, which he stressed is “NOT FAKE NEWS,” include:

(a) one covered by an Administrative Patent, involving 9,204 square meters under an Original Certificate of Title (OCT);

(b) one covered through Judicial/Ordinary Land Registration Processing covering an area of 5,000 square meters under an OCT;

(c) one covered by a Homestead Patent involving 181,077 square meters under a Transfer Certificate of Title (TCT); and

(d) one involving 193,027 square meters under a TCT.

Some details, including the names of those to whom the titles were issued to, as well as the OCT and TCT numbers, were withheld for the time being as the investigation is still ongoing.

“All of these will likewise be turned over to the Ombudsman fact-finding team for their further appropriate action,” he said on his X account.

Earlier, Lacson said the LRA is checking the origin and history of several newly uncovered land titles covering some 38.83 hectares of illegally reclaimed areas on the Taguig City side of Laguna Lake.

The uncovered land titles were based on the materials provided by the Philippine Reclamation Authority (PRA) to Lacson’s office.

“I requested the LRA to backtrack the history of the issued OCTs (original certificates of title) and other modes of titling, so we will find out how they were manipulated with the end in view of filing criminal charges against those responsible,” Lacson said, adding these titles may be declared void ab initio (void from the start) once the PRA initiates forfeiture proceedings in accordance with law.

Earlier, Lacson said several crates of documents from the Department of Public Works and Highways (DPWH) related to anomalous projects in Taguig City were also set to be turned over to the Office of the Ombudsman.

Hindi bababa sa apat na parsela ng ilegal na ni-reclaim na lupain sa Taguig City ang natukoy na may “fraudulent” na titulo habang hindi bababa sa apat pang parsela ang walang plotted titled lots base sa digital file ng Land Registration Authority (LRA), sinabi ni Sen. Panfilo “Ping” M. Lacson nitong Sabado.

Isinapubliko ni Lacson ang detalye ng mga unang natuklasan upang pabulaanan ang mga pahiwatig na “fake news” ang kanyang unang isiniwalat tungkol sa illegal reclamation sa Taguig City.

Ani Lacson, kabilang sa apat na parsela na may “fraudulently” na titulo, na idiniin niya ay “NOT FAKE NEWS,” ang:

(a) isang sakop ng Administrative Patent, na may lawak na 9,204 metro kuwadrado at may Original Certificate of Title (OCT);

(b) isang sakop ng Judicial/Ordinary Land Registration Processing, na may lawak na 5,000 metro kuwadrado at may OCT;

(c) isang sakop ng Homestead Patent, na may lawak na 181,077 metro kuwadrado at may Transfer Certificate of Title (TCT); at

(d) isang parsela na may lawak na 193,027 metro kuwadrado at may TCT.

Hindi muna inilabas ang ilang detalye, kabilang ang mga pangalan ng pinagkalooban ng mga titulo, gayundin ang mga numero ng OCT at TCT, habang hindi pa tapos ang imbestigasyon.

“All of these will likewise be turned over to the Ombudsman fact-finding team for their further appropriate action,” aniya sa X.

Nauna nang sinabi ni Lacson na sinusuri ng LRA ang pinagmulan at kasaysayan ng ilang bagong nadiskubreng titulo ng lupa na sumasaklaw sa humigit-kumulang 38.83 ektarya ng mga ilegal na ni-reclaim na lugar sa bahagi ng Laguna Lake na sakop ng Taguig City.

Batay ang mga nadiskubreng titulo ng lupa sa mga materyales na ibinigay ng Philippine Reclamation Authority (PRA) sa tanggapan ni Lacson.

Nauna ring sinabi ni Lacson na ilang crates ng mga dokumento mula sa Department of Public Works and Highways (DPWH) na may kaugnayan sa mga maanomalyang proyekto sa Taguig City ay itatakda ring i-turn over sa Office of the Ombudsman.
