Senator-elect Panfilo “Ping” M. Lacson is throwing his support behind fellow Senator-elect and former Senate President Vicente “Tito” Sotto III for the Senate presidency in the 20th Congress.

Lacson, in a television interview Thursday evening, cited Sotto’s track record in leading the Upper Chamber.

“For me, it is clear. He is my friend and colleague whose leadership I have experienced. So I think I can reveal and I can be very frank that I will vote for Sen. Sotto,” he said in Filipino in an interview on BNC.

Ping Lacson Gets Migz Zubiri’s Endorsement

Independent senatorial candidate Panfilo “Ping” M. Lacson gained yet more support in his electoral bid on Wednesday, with the latest coming from former Senate President Juan Miguel “Migz” Zubiri.

Zubiri, in a post on his Facebook page, said he is “100%” endorsing the bids of Lacson and former Senate President Vicente “Tito” Sotto III, who he said are needed to fight corruption in the country.

“Aside from their proven track record of intelligence and hard work in the legislature, they are needed to fight corruption in our country,” Zubiri said in Filipino.

Ping Lacson: Budget Reform, Kadiwa Institutionalization Key to Boost Agriculture in Negros

DUMAGUETE CITY – Implementing budget reform and institutionalizing the Kadiwa store are the keys to helping the agriculture sector and ending poverty especially in the Negros region, former Sen. Panfilo “Ping” M. Lacson said Thursday.

Lacson and former Senate President Vicente “Tito” Sotto III are advocating a bigger role for local government units (LGUs) to work with the national government in buying crops from farmers at a fair price, instead of them being forced to sell to middlemen at a loss.

This jibes with the Kadiwa store system’s concept of farm-to-market intervention to help farmers.

“Why not institutionalize the Kadiwa store system by way of legislation? This is a work in progress. Assuming we win, this will be one of my legislative priorities,” Lacson said in Filipino at a press conference of the Alyansa para sa Bagong Pilipinas senatorial slate here.

Ping Lacson Not Comfortable With Withholding of Funds in Budget Law

Former Sen. Panfilo “Ping” M. Lacson is not very comfortable with the Executive Department’s withholding of the release of funds in the 2025 General Appropriations Act (GAA).

Lacson stressed it is high time to give more importance to the local government units’ needs and priorities in the national budget, as they are the backbone of our country’s development and livelihood.

“The GAA is already a law. If the executive branch withholds the release of funds mandated by law, I am not very comfortable with it,” Lacson, a keen watchdog of the budget, said in Filipino at the Kapihan sa Manila Bay forum on Wednesday.

On the Reported ‘Blank’ Appropriations in the 2025 Budget

The bicam report on the 2025 budget that reportedly contained blank appropriations and was signed by the bicameral conference committee members looks like a repeat of the 2019 General Appropriations Act, when former President Rodrigo Duterte vetoed P95.3 billion upon the then Sotto-led Senate’s strong representation after we discovered anomalous entries in the printed Enrolled Bill that were not reflected in our ratified bicam report.

But the big difference now is, it seems nobody among the present senators dared – or cared – to scrutinize the budget documents. Hence, this controversy now brewing.

The Filipino taxpayers deserve an explanation. An examination of the Enrolled Bill printed by the House of Representatives and comparing it with the Ratified Bicam report will expose those responsible.

Unless we examine the Enrolled Bill that Congress transmitted to Malacañang, we can’t determine yet who filled in those blanks – House of Representatives, or Malacañang. A bicam report cannot be amended; it is only subject to being ratified or rejected by either or both houses.

If the Enrolled Bill is different from the ratified bicam report, the HoR being in charge of the printing should explain, as in the case of the heavily vetoed 2019 GAA. If the Enrolled Bill still contained the blank spaces, the burden shifts to the executive branch, particularly the Department of Budget and Management.
