Kung may doctorate degree ka, automatic Career Executive Service Officer (CESO) ka na.
Ito ang pangunahing layunin ng Senate Bill 261 na iniakda at inihain ni Senador Panfilo Lacson sa hangaring mabigyan ng tamang oportunidad ang mga sumailalim sa mas komprehensibong pag-aaral sa mga pinasok na larangan sa paglilingkod sa pamahalaan.
“This is to grant (holders of doctorate degrees), many of whom are academicians, the equal opportunity with CESO holders in terms of growth and career advancement in the civil service,” paliwanag ni Lacson sa kanyang panukala.

Sa ilalim kasi ng Republic Act 1080, awtomatiko nang tinatanggap sa mga posisyon sa pamahalaan na nangangailangan ng CESO, ang mga pumasa na sa iba’t ibang pagsusulit kailangang maipasa kagaya ng Bar examinatios at mga government boards, pero kasama ang mga may doctorate degree.
“This bill aims to grant the same, if not a more fitting privilege, to holders of doctorate degrees in recognition of their educational competence and fitness for appointment or promotion to executive positions in the civil service by reason of their having completed post-graduate studies which is equivalent, if not more than passing the Bar or board examinations,” dugtong pa ng mambabatas.
“The conferment of a doctorate degree by an institution accredited by the Commission on Higher Education is hereby declared as equivalent to entry-level CESO eligibility “for purposes of appointment to executive positions in the classified service in the Government or any of its branches, subdivisions, instrumentalities and agencies including government-owned or controlled corporations with original charters” – except for positions requiring highly specialized knowledge not covered by the doctorate degree,” paliwanag pa sa naturang panukala.
Upang hindi mapasok ng mga nagkukunwari, sa naturang panukala ay inaatasan din ang mga educational institutions na nagkakaloob nito ng kumpletong listahan ng mga may doctorate degree ang Civil Service Commission (CSC).
