Sen. Lacson answers questions on the forms of extortion at the Bureau of Customs, after a hearing on the issue on Monday.

On whimsical checks at the BOC:

So that in itself is anomalous.
Anong implication? Kino-control niya lahat para kontrolado rin ang tara. At the outset control niya by putting up the so-called command center and 3 lang nakakaalam ang pwede mag-issue ng alert order, IAS, Comcen at siya. Sa special stop order, commissioner lang tanging nakakapag-issue at ito di daan sa IAS o comcen kasi silang 2 lang ni Mike Saban a technical consultant sa office niya ang nagre-request sa kanya so usapan lang nilang 2 yan. Of course along the way kikita rin ang ibang opisina kaya di lang 50K ang dagdag kundi 250-300K.”
“Ngayon lang siguro nabulgar. Pero ang sistema rito centralize niya masyado. Dati pwede mag-issue ng alert order ang port collectors. Ngayon inalis na kaya ang na-release na bigas na smuggled talagang siya ang nagpa-release in spite of all the documents showing na smuggled ang bigas.”
