On Palace claim that the Rome Statute is invalid as it was not published in the Official Gazette:
“Sinasabi nila hindi na-publish sa Official Gazette. Sa atin basic. Kailangan ma-publish sa OG and after 15 days saka nagte-take effect. Even mga batas ganoon din.” “Kailangan ma-publish sa OG. So probably yan naisip nilang reason pwede mag-withdraw. Because after all, hindi valid ito. One of the official reasons kung talagang di na-publish.”
“Kung totoong di na-publish sa OG at malinaw sa atin bawa’t treaty kailangan i-publish sa OG after which mag-take effect yan after 15 days, di ba batas lagi nakalagay it will take 15 days after na-publish sa OG.”

On possible bicam issues on the National ID bill:
“The only basic difference sa kanila gusto gawing functional lang. Dito sa Senate version, it’s a combination of foundational and functional. Foundational, meaning each and every Filipino and even resident aliens na narito 180 days will be armed with a legal and valid identification or identity.”
“Ang functional may problema yan dahil we have 33 functional IDs driver’s license, Post Office, GSIS, SSS, etc., etc., etc. Gusto ba natin lahat yan i-incorporate sa isang ID? Di pa tayo ready doon. So yan ang malamang na paguusapan sa bicam. Sa kanila, 18 years old, di kasama resident alien. Sa atin sinama natin. Why? E papaano kung na-defraud ng resident alien ang Filipino, di natin kilala ang resident alien. Mas mainam kilala na rin natin sila para madali sila ma-identify. Pati pag-transact nila with government and private entities mas madali sila makilala.”

How long will the National ID be fully implemented:
“5 years sinasabi ng PSA. P25B in 5 years, fully implemented.”
“Pag bagong panganak parang temporary. Pero ang ID natin once binigay tayo hanggang mamatay tayo dala na natin sa hukay yan, wala na ibang gagamit noon. Unique ang ID.”
