Jeepney Driver’s Son Ping Lacson Proposes Win-Win Solution to Jeepney Modernization Row in Negros

TALISAY CITY, Negros Occidental – Former Sen. Panfilo “Ping” M. Lacson on Friday proposed a win-win solution that will address the concerns of jeepney operators and drivers regarding the government’s jeepney modernization program in this province.

Lacson, whose father was a jeepney driver, suggested a setup where jeepney drivers get to retain their individual franchises, and not have to transfer the ownership of such franchises to a cooperative.

He said he would bring this up to new Transportation Secretary Vivencio “Vince” Dizon for his consideration.

“Jeepney drivers or operators will retain their individual franchises, even if the franchises are made a requirement to be a member of a cooperative. Because if the franchise is transferred to the cooperative, the drivers and operators feel they have lost ownership,” Lacson said in Filipino at the press conference of the Alyansa para sa Bagong Pilipinas senatorial slate here.

“There are many possible combinations that can be done to satisfy both parties without sacrificing the government’s intent to modernize our jeepneys,” he added.

Lacson also said the government may find ways to lower the costs of modern jeepneys, whose current cost of about P2.7 million each is prohibitive to many. He said cheaper e-vehicles can be sources from other countries like Korea or China.

But he said modernizing the design of the jeepney should be non-negotiable, although he believes even the drivers would agree to it.

“I’m sure the drivers will agree to modernizing the design of the jeepney. But let’s not take away from them the individual ownership of their jeepneys,” he said.

Ani Lacson, na anak ng isang jeepney driver, maaaring magkaroon ng setup kung saan mananatili sa mga jeepney drivers ang individual franchises, at hindi na kailangang ilipat ito sa cooperative.

Dagdag niya, imumungkahi niya ito kay bagong Transportation Secretary Vivencio “Vince” Dizon.

“Hindi mawawala, individual pa rin ang prangkisa. Possibly pwedeng gawing requirement maging member sila ng coop. Pero di nila bibitiwan or mare-retain nila ang kanilang franchise sa kanilang jeepney para masabi nila. Kasi pag nilipat sa cooperative, parang feeling nila mawawalan sila ng ownership,” ani Lacson sa pulong pambalitaan ng Alyansa para sa Bagong Pilipinas senatorial slate.

“Napakaraming pwedeng combinations na gawin para ma-satisfy both parties without sacrificing intent ng govt to modernize our jeepney,” dagdag niya.

Ayon din kay Lacson, maaaring maghanap ng paraan ang gobyerno para ibaba ang presyo ng mga modern jeepneys, na sobrang mahal ang presyong P2.7 milyon. Aniya, may mas murang e-vehicles na mabibili mula Korea o China.

Nguni’t iginiit ni Lacson na “non-negotiable” ang isyu na kailangang ma-modernize ang design ng mga jeepney, bagama’t naniniwala siyang papayag din dito ang mga tsuper.

“Papayag ang tsuper diyan. Gusto nila ma-modernize kasi mga luma na rin. Talagang mausok ang lumang jeepney. Pero huwag natin alisin sa kanila ang individual ownership ng kanilang jeepney,” aniya.
