Lacson: All Unpermitted Reclaimed Areas in Taguig Subject to Forfeiture; DPWH to Halt Ongoing Projects

All unpermitted reclaimed areas in Taguig City, whether belonging to the local government or to private individuals or entities, are subject to forfeiture in favor of the national government, Sen. Panfilo “Ping” M. Lacson stressed Monday.

Lacson said this was made clear by officials of the Philippine Reclamation Authority (PRA) to him and his staff, as well as with officials of the Department of Public Works and Highways (DPWH).

“All reclaimed areas that did not apply and secure permits from PRA are subject to forfeiture in favor of the national government. There is no distinction, whether those reclaimed areas belong to the LGU of Taguig or are titled under private individuals or corporate entities,” he said.

He also said the PRA and DPWH agreed that the DPWH will begin issuing cease-and-desist orders covering ongoing slope protection and mitigation projects in that area, following the discovery of 32 anomalous and suspected ghost projects in Taguig.

Lacson also pointed out that the denials made by ex-Senate President Alan Peter Cayetano in his Facebook Live broadcasts are contradicted by the facts established so far by him and his team – and validated by the concerned agencies.

“In sum, Sen. Cayetano’s denials on his FB Live postings all run counter to the facts as established so far, not only by my team, but validated by PRA and DPWH and Laguna Lake Development Authority in their earlier statements,” he said.

Meanwhile, Lacson said the Office of the Ombudsman will soon initiate its fact-finding investigation into the exposes by him and his team on anomalous projects in Taguig City.

This was after Lacson and his team turned over to the Office of the Ombudsman all the records and documents culled from the General Appropriations Acts and official government websites, including the relevant photos.

“In due time, the Ombudsman will issue subpoenas duces tecum and ad testificandum to DPWH and private witnesses after we also turned them over with their affidavits to the Ombudsman,” he said.

Lahat ng unpermitted reclaimed areas sa Taguig City, pagmamay-ari man ng lokal na pamahalaan o ng mga pribadong indibidwal o entity, ay saklaw ng forfeiture pabor sa pambansang pamahalaan, binigyang-diin ni Sen. Panfilo “Ping” M. Lacson nitong Lunes.

Sinabi ni Lacson na ito ay nilinaw sa kanya at sa kanyang staff ng mga opisyal ng Philippine Reclamation Authority (PRA), gayundin sa mga opisyal ng Department of Public Works and Highways (DPWH).

“All reclaimed areas that did not apply and secure permits from PRA are subject to forfeiture in favor of the national government. There is no distinction, whether those reclaimed areas belong to the LGU of Taguig or are titled under private individuals or corporate entities,” he said.

Sinabi rin niya na nagkasundo ang PRA at DPWH na magsisimula ang DPWH sa pag-iisyu ng cease-and-desist orders para sa mga nagpapatuloy na slope protection at mitigation projects sa lugar, kasunod ng pagkakadiskubre sa 32 na maanomalya at pinaghihinalaaang ghost projects sa Taguig.

Itinuro rin ni Lacson na ang mga pagtanggi ni dating Senate President Alan Peter Cayetano sa kanyang mga Facebook Live broadcast ay salungat sa mga nadiskubre niya at ng kanyang team – at pinagtibay ng mga kinauukulang ahensya.

Samantala, sinabi ni Lacson na malapit nang simulan ng Office of the Ombudsman ang fact-finding investigation nito sa mga inilantad niya at ng kanyang team hinggil sa mga anomalous projects sa Taguig City.

Ito ay matapos i-turn over nina Lacson at ng kanyang team sa Office of the Ombudsman ang lahat ng rekord at dokumentong nakalap mula sa General Appropriations Acts at mga opisyal na government website, kabilang ang mga kaugnay na litrato.

“In due time, the Ombudsman will issue subpoenas duces tecum and ad testificandum to DPWH and private witnesses after we also turned them over with their affidavits to the Ombudsman,” he said.
