Lacson: Ombudsman On Track in Taguig Reclamation and Flood Control Projects Investigation

The Office of the Ombudsman has issued subpoenas to the Department of Public Works and Highways (DPWH) and other government agencies for records related to illegal reclamation projects in the Taguig portion of Laguna Lake, Sen. Panfilo “Ping” M. Lacson said Wednesday.

Lacson said the Ombudsman’s fact-finding investigation is continuing, with his office providing additional documents and updates, while the Philippine Reclamation Authority (PRA) has also submitted drone images of the reclamation sites.

“I believe nagpadala na ng subpoena ang Office of the Ombudsman sa DPWH duces tecum, kinukuha lahat na records sa Taguig. At ang PRA nagpadala na rin ng kanilang drone shots. Walong reclamation sites (I believe the Office of the Ombudsman has sent subpoena duces tecum to the DPWH for the records in the Taguig reclamation projects. The PRA has also sent its drone shots. There are eight reclamation sites),” he said in an interview on DZBB radio.

“May subpoena na pinalabas ang Ombudsman sa Land Registration Authority, Registry of Deeds ng Taguig, at sa DPWH, pati sa PRA. Lahat na documents kasi pinadala din namin ang 10 title numbers na nakuha namin so kailangan tingnan kung kanino nakatitulo ito. Yan ang subpoena na alam kong huling naipalabas ng Ombudsman, at least sa fact-finding nila para magkaroon ng basehan sa kanilang preliminary investigation (Subpoenas were also sent to the Land Registration Authority, Taguig Registry of Deeds, DPWH and PRA. It is asking for all documents because we also sent to it the 10 title numbers linked to the reclamation projects. These are the subpoenas that to my knowledge the Ombudsman has sent, for its fact-finding that may lead to a preliminary investigation),” he added.

He added he and his staff continue to assist the Ombudsman by providing additional documents, updates and witnesses who have approached them in connection with the investigation.

“Of course, Ombudsman ang ahensya na dapat tumugon. Tagatulong lang kami taga-supply ng documents and testigo na lumapit sa amin, pinadala namin sa kanila (Of course, the Ombudsman is the lead agency in the investigation. We are helping them by forwarding to them the documents we gathered and the witnesses who approached us),” he said.

Lacson said the investigation so far covers eight reclamation sites. Of these, only one had been completed while the seven others – dating back to 2007 – are still ongoing.

He also said the PRA is working to initiate forfeiture proceedings on some 85 hectares of property involved in the illegal reclamation, subject to approval of a resolution by its board.

Citing latest figures he received from the PRA, Lacson said the total area involved was at least 85 hectares.

Also, Lacson noted that the reclamation activities could worsen the already silted condition of Laguna Lake, particularly if the areas were reclaimed without the necessary permits.

“Silted na nga ang Laguna Lake, tinambakan mo pa, ang hindi inabot ng tambak lalong masi-silt malalagyan ng lupa sa ilalim (Laguna Lake is already silted, and the illegal reclamation could worsen the silting),” he said.

Naglabas na ang Office of the Ombudsman ng mga subpoena sa Department of Public Works and Highways (DPWH) at iba pang ahensya ng pamahalaan para sa mga rekord kaugnay ng mga illegal reclamation project sa bahagi ng Laguna Lake na sakop ng Taguig, sinabi ni Sen. Panfilo “Ping” M. Lacson nitong Miyerkules.

Sinabi ni Lacson na nagpapatuloy ang fact-finding investigation ng Ombudsman, habang patuloy ang pagbibigay ng kanyang tanggapan ng karagdagang mga dokumento at update. Nagsumite rin ang Philippine Reclamation Authority (PRA) ng mga drone image ng mga reclamation site.

Sinabi pa niya na patuloy ang pagtulong niya at ng kanyang staff sa Ombudsman sa pamamagitan ng pagbibigay ng karagdagang mga dokumento, update at mga testigong lumapit sa kanila kaugnay ng imbestigasyon.

“Of course, Ombudsman ang ahensya na dapat tumugon. Tagatulong lang kami taga-supply ng documents and testigo na lumapit sa amin, pinadala namin sa kanila,” aniya.

Sinabi ni Lacson na sa ngayon ay saklaw ng imbestigasyon ang walong reclamation site. Isa rito ang natapos na, habang ang pitong iba pa—na nagsimula pa noong 2007—ay nagpapatuloy.

Dagdag niya, naghahanda ang PRA upang simulan ang forfeiture proceedings para sa tinatayang 85 ektaryang lupang sangkot sa illegal reclamation, na nakasalalay sa pag-apruba ng isang resolusyon ng kanilang board.

Batay sa pinakahuling datos na natanggap niya mula sa PRA, sinabi ni Lacson na hindi bababa sa 85 ektarya ang kabuuang lawak na sangkot.

Dagdag pa ni Lacson, maaaring lalong lumala ang kasalukuyang pagsisilt ng Laguna Lake dahil sa mga reclamation activity, lalo na kung isinagawa ang mga ito nang walang kinakailangang mga permit.

“Silted na nga ang Laguna Lake, tinambakan mo pa, ang hindi inabot ng tambak lalong masi-silt malalagyan ng lupa sa ilalim,” aniya.
