If the alleged illegal reclamation activities on the Taguig City side of Laguna Lake had not been exposed, would Sen. Alan Peter Cayetano still be “hoping” that the allegations of illegally titled properties in the area are true so the government could stand to gain from the land?
Sen. Panfilo “Ping” M. Lacson raised this question Monday after Cayetano claimed over the weekend that the parcels of allegedly illegally reclaimed land, including an 18-hectare property, could go to the government.

In rebutting Cayetano’s claim, Lacson also said the government may not simply stand to gain from the questioned areas, since at least 38.83 hectares are covered by land titles registered to private individuals.
“Maybe so, except that those titles (38.83 hectares total, so far) are registered to private individuals. We have their names as well as the OCT (Original Certificates of Title) and TCT (Transfer Certificate of Title) numbers. We are digging further deep into it,” he said.
Cayetano claimed over the weekend that he was hoping the allegations of illegally titled properties — including an 18-hectare parcel covered by a Transfer Certificate of Title (TCT) — would be proven true because the property could then go to the government.
Lacson said the 38.83 hectares is the total area covered so far by questioned land titles for four parcels of allegedly illegally reclaimed land in Taguig City.
Over the weekend, Lacson noted four parcels of allegedly illegally reclaimed land in Taguig City have been initially identified as covered by “fraudulently” issued land titles. The findings were based on materials provided by the Philippine Reclamation Authority (PRA) to Lacson’s office.
At least four other parcels have no plotted title lots in the digital file of the Land Registration Authority (LRA), he added.
Lacson has asked the LRA to trace the history and origins of the properties.
Meanwhile, Lacson said the evidence he and his staff have gathered on the illegal reclamation in Taguig City so far could not be dismissed as fake news, since it is detailed and based on official records.
“Pag ganito ka-detalyado at may pinaghugutan pang official records, mahirap sigurong paniwalaan na ‘fake news’. At kung hahaluan pa ng kulay pulitika, i.e. may plano daw akong tumakbong presidente sa 2028, watch me – my public service career ends when I finish my term as senator in 2031. Hindi bababa sa apat pang parsela, samantala, ang walang plotted title lots sa digital file ng Land Registration Authority (LRA), dagdag niya.
Hiniling na ni Lacson sa LRA na siyasatin ang kasaysayan at pinagmulan ng mga naturang ari-arian.
Samantala, sinabi ni Lacson na hindi maaaring basta-bastang ituring na fake news ang mga ebidensyang nakalap niya at ng kanyang staff hinggil sa ilegal na reclamation sa Taguig City dahil detalyado ang mga ito at nakabatay sa mga opisyal na rekord.
