Lacson: ‘Secrecy Discipline’ Key in Pursuing High-Profile Targets

Secrecy discipline is key when pursuing a high-profile target or handling a sensitive live case, unless disinformation is needed to flush the quarry into the open, Sen. Panfilo “Ping” M. Lacson said Sunday.

Lacson issued the reminder amid continuing government efforts to find and arrest Sen. Ronald “Bato” dela Rosa, days after the one-week deadline for his surrender had lapsed.

“SSSHHH… : When pursuing a high-profile target or handling a sensitive live case, secrecy discipline is key – unless disinformation is necessary to flush the quarry into the open,” he said in a post on X.

The PNP intensified its manhunt for Sen. Ronald “Bato” dela Rosa after the one-week surrender ultimatum given by PNP chief Gen. Jose Melencio Nartatez Jr. lapsed last Friday.

Interior Secretary Jonvic Remulla earlier announced a P50-million bounty for information leading to dela Rosa’s arrest.

Lacson, who headed the Philippine National Police from 1999 to 2001 and who was dela Rosa’s superior at the Presidential Anti-Organized Crime Task Force, noted that authorities should not immediately publicize “solid” information that could help solve a case until after the operation is completed.

He added that sensitive information should be disclosed ahead of time only as a deliberate strategy to flush out the quarry.

Dela Rosa is the subject of an arrest warrant from the International Criminal Court in connection with the Duterte administration’s war on drugs. He stopped attending Senate sessions late last year.

He briefly resurfaced last May 11 to vote for Alan Peter Cayetano as Senate president, but fled the Senate premises during a shooting incident two days later.

“SSSHHH… : When pursuing a high-profile target or handling a sensitive live case, secrecy discipline is key – unless disinformation is necessary to flush the quarry into the open,” saad niya sa kanyang post sa X.
