Ping Lacson to Make Sure Education Won’t be Denied Top Priority in Budget

Education will not be denied the top priority in the national budget as mandated in the 1987 Constitution, and Senate re-electionist Panfilo “Ping” M. Lacson will make sure of that.

Lacson said in a television interview Thursday that this becomes more urgent in the wake of findings from the Department of Education that more than 18 million Filipinos may be functionally illiterate.

“I will make sure that the Constitution will be followed as far as giving the education sector top priority in the budget is concerned,” he said in Filipino in an interview on NET25.

Ping Lacson Gives Thanks for Safe and Fruitful Senatorial Campaign; to Resume Role as Budget Watchdog

Independent senatorial candidate Panfilo “Ping” M. Lacson gave thanks Friday evening for a safe and fruitful 90-day senatorial campaign, even as he made clear he will resume his role as the watchdog of the national budget upon his return to the Senate.

Lacson, in his speech at the miting de avance of the Alyansa para sa Bagong Pilipinas senatorial slate in Mandaluyong City, also reiterated that should he win on May 12, he will bring his experience, ability, and qualifications to the Senate.

“Before anything else, I wish to thank God for protecting us from harm, and allowing us to visit various places during our campaign, up to our miting de avance here,” he said in Filipino.

“Second, I wish to thank President Bongbong Marcos and our campaign team headed by Rep. Toby Tiangco for their all-out support for Team Alyansa para sa Bagong Pilipinas. I wish to thank all who helped and supported us in the last 90 days,” he added.

Ping Lacson’s LGU-Empowering Proposal Gets Vilma Santos’ Support

Independent senatorial candidate Panfilo “Ping” M. Lacson’s proposal to empower local government units (LGUs) by giving them a one-percent rebate on their Value-Added Tax collections has gained a super fan.

Lacson said former Batangas Rep. Vilma Santos-Recto, who is running for governor in the 2025 local elections, was happy with the idea of a rebate that would go to development, infrastructure and livelihood programs.

“Former Rep. Vilma Santos, who is running for governor, was very happy with the proposal,” he said in Filipino, in an interview on DZRH Thursday afternoon.

“She jokingly told me she would take care of Sec. Recto and lobby with him every night to not oppose the proposal because it is very sound,” he added.

Ping Lacson to Revisit Universal Health Care Act’s Implementation Upon Senate Return

A revisiting of the implementation of the Universal Health Care Act will be one of the priorities of independent senatorial candidate Panfilo “Ping” M. Lacson, should he earn a seat in the Senate this May.

Lacson said that while the UHC Act which was signed in 2019 should have ensured accessible and high-quality health care for all Filipinos, its implementation is still “wanting” since this has not yet happened.

“The UHC Act was passed into law in 2019, but its implementation is wanting. In the exercise of oversight, we must revisit the full implementation of the law,” he said.

He said this oversight function will likely be exercised during the deliberation of the yearly budget.

Ping Lacson Encourages LGUs: Act Early to Ensure Funding for Development Programs

Independent senatorial candidate Panfilo “Ping” M. Lacson encouraged local government units (LGUs) to take early action to ensure funding for their local development projects in the national budget.

Lacson said this means LGUs will need to submit their development plans to the Development Budget Coordination Committee (DBCC) before January, as the DBCC will start its deliberations early in the year.

“By January – or even November or December the year before – the local development projects must be submitted to Malacanang or the Department of Budget and Management, so they can be included in the discussion of the budget for the next year,” he said.

“It will then be up to the DBCC to prioritize. My stand is, who else would know the needs and priorities of LGUs than the local officials themselves,” he added.
