Lacson: Death of Former DPWH Usec Cabral ‘Unfortunate and Tragic’

The death of former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral was unfortunate and tragic as she could have greatly helped expose the extent of corruption in the department’s infrastructure program, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Friday.

Lacson, who also chairs the Blue Ribbon Committee looking into the flood control mess, said he hopes Cabral may have left notes or files that could help in the ongoing investigations.

“It was unfortunate and tragic that former Undersecretary Catalina Cabral would end her life at a time when she could have significantly contributed to blowing wide open the extent of corruption not only in flood control projects but all other anomalies in the infrastructure program of the DPWH,” he said.

Lacson: Blue Ribbon May Summon ‘Lying’ DPWH Undersecretary to Flood Control Project Probe

Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral may be summoned to the Senate Blue Ribbon Committee’s investigation into anomalous flood control projects, panel chairman Senate President Pro Tempore Panfilo “Ping” M. Lacson said Wednesday.

Lacson noted that Cabral had invited at least one lawmaker to make early insertions into the proposed budget for 2026, and lied “through her teeth” in trying to deny it.

“Usec. Cabral,” Lacson said in an interview on DZMM radio, when asked about who the committee can summon to shed light on the issue.

Lacson Produces ‘Receipt’ of DPWH Usec’s Role in Early Budget Insertions

Sen. Panfilo “Ping” M. Lacson on Tuesday produced proof of the involvement of a Department of Public Works and Highways (DPWH) official who allegedly called up and invited at least one lawmaker to make early insertions in the budget for 2026.

In a privilege speech, Lacson presented a screenshot of a message from DPWH Undersecretary. Ma. Catalina Cabral to Senate President Vicente Sotto III, shortly after he won the senatorial polls last May.

He presented the “receipt” after Cabral denied to DPWH Secretary Vince Dizon her involvement in the mess.

“Let me put this one issue away first. The Usec that I mentioned to have offered our Senate President to make “insertions” in the 2026 NEP vehemently denied it to her new boss, DPWH Sec Vince Dizon, and to his face at that – was actually lying through her teeth. Dapat alam niya na hindi ako basta nagsasalita nang walang katibayan (She should know that I don’t talk without proof),” Lacson said.
