Lacson: BRAVE to Meet Federalism Goals Without Need to Amend the Constitution

The goals of federalism can still be met without the need to spend much time and resources to amend or revise the 1987 Constitution, if Sen. Panfilo M. Lacson’s Budget Reform Advocacy for Village Empowerment (BRAVE) bill is passed into law.

Lacson said the BRAVE bill, which is similar to federalism as it empowers local government units by giving them funding for their development projects, even gained the support of Cabinet Secretary Leoncio Evasco Jr.

“Parang federalism yan dahil ibababa ang karamihan ng pondo o malaking bahagi ng pondo ng national government, ilalatag papunta sa kanayunan sa probinsya nang sa ganoon matuto sila mag-develop on their own,” Lacson said in an interview on DZBB on Sunday.

“Kung ito halimbawa ma-approve sa House of Representatives at Senado at ma-bicameral, ma-approve ito maging batas, masasabatas ang pagkalat ng pondo sa mga probinsya,” he added.

Senate Bill 233, which seeks to ease the requirements for cityhood, is pending before the Committee on Local Government. The bill eases requirements for municipalities to be upgraded to cities.

Lacson Bill Eases Requirements for Municipalities to be Upgraded to Cities

Prosperous municipalities may now have one less stumbling block to becoming cities, if a bill filed by Sen. Panfilo M. Lacson is passed into law.

Lacson’s Senate Bill 233 seeks to amend the Local Government Code such that municipalities that generate an income of at least P250 million for two straight years will be exempted from other cityhood requirements including population and land area.

“(T)here are some municipalities, which despite their small land area or population have demonstrated their capacity to provide essential government facilities and social services to their inhabitants that are comparable and even above par with existing cities,” Lacson said.

Pinadali ang Cityhood sa Lacson Bill

Maaari na maging lungsod na ang bayan mo basta may taunan na P250 milyon na kita ito sa loob ng magkakasunod na dalawang taon.

Ito ang mensaheng tila ipinaabot ni Senador Panfiilo Lacson sa pamamagitan ng Senate Bill 233 mga alkalde ng mga bayan at munisipalidad na nagnanais maging lunsod pero hindi makaabot sa mga umiiral na batayan.

Sa ilalim ng nabanggit na panukala, kung kikita ng P250 milyon ang isang bayan bawat taon sa loob ng magkasunod na dalawang taon, hindi na kailangan pang tumugon sa ibang batayan para maging lungsod.
