Lacson Warns: Chinese Sleeper Agents, PLA Members Already in PH

Chinese “sleeper agents” and even operatives from China’s People’s Liberation Army (PLA) are already embedded in the Philippines to engage in espionage, Sen. Panfilo “Ping” M. Lacson said Wednesday.

Lacson pressed the concerned government agencies to conduct continuous follow-up operations against those arrested in earlier anti-espionage operations.

“The whole network of espionage operations must be dismantled or at least decimated to a large degree kasi agents come and go. Inaresto mo, may papalit diyan. And I have on good information na maraming sleeper agents, even regular members of PLA na nandito. Widespread eh (The whole network of espionage operations must be dismantled or at least decimated to a large degree because agents come and go. You arrest one, another takes his/her place. And I have it on good information that there are sleeper agents and even regular members of the PLA who are here, they are widespread),” he said at the hearing of the Senate defense committee, which tackled anti-espionage bills, including Lacson’s Senate Bill 33, an act penalizing espionage and other similar offenses against national security.

Lacson Lauds PH Coast Guard Maneuver, Mourns Reported Senseless Deaths in Latest WPS Incident

Sen. Panfilo “Ping” M. Lacson on Tuesday lauded the Philippine Coast Guard for its skillful maneuvering in evading two Chinese vessels off Panatag Shoal on Monday morning, but also mourned the reported senseless loss of lives on the Chinese side.

Lacson cited reports indicating at least two Chinese Coast Guard crewmembers lost their lives in a collision between China Coast Guard Vessel 3104 and People’s Liberation Army Ship 164 off Bajo de Masinloc, while chasing the BRP Suluan.

“The WPS collision between a People’s Liberation Army Navy ship and a Chinese Coast Guard vessel, while chasing a PCG vessel on a mission to resupply our fishermen near Bajo de Masinloc reportedly killed 2 CCG crew members. While we are proud of a skillful maneuver by our PCG captain, we also mourn the senseless loss of lives of the CCG personnel,” Lacson said on X.

The Test of Intelligence Information

It is a test all right, not of the intelligence of the Filipino people but a test and a challenge as well to our intelligence community to verify what I said, a yet-to-be validated information provided by a reliable source who had given me some accurate intelligence reports in the past.

In intelligence parlance, this information may be classified ‘A6’. Considering the implications, it is one piece of information still worth looking into.

When an issue that has serious implications – such as the reported presence of Chinese People’s Liberation Army (PLA) members in the Philippines – is raised, credible information is the best way to resolve it. This is without prejudice to Philippine authorities’ ongoing efforts to verify such information.
