Lacson Bill: CIDG Makakapag-Subpoena na Uli

Ibabalik ang kapangyarihan ng Philippine National Police (PNP) na makapag-isyu ng subpoena sa mga tao at mga dokumentong kinakailangan para sa mga isinasagawang imbestigasyon.

Ito ang pangunahing layunin ng Senate Bill 1052 na iniakda at inihain ni Senador at dating PNP Chief Panfilo Lacson sa hangaring magkaroon ng mas mataas na kredibilidad ang resulta ng mga imbestigasyong isinasagawa ng ahensiya.

Sa ilalim ng panukala ni Lacson, partikular na binibigyan ng kapangyarihan na makapag-isyu ng subpoena ay ang Criminal Investigation and Detection Group (PNP-CIDG).

Lacson Bill Seeks to Boost Professionalization among PNP Commanders

A bill filed by Senator and former Philippine National Police chief Panfilo M. Lacson seeks to level up the professionalism of the police force, especially in the selection of provincial commanders and city and town chiefs of police.

Lacson, who served as PNP chief from 1999 to 2001, said his Senate Bill 971 will encourage local police commanders to concentrate on their job and not be indebted to local executives who invoke their appointive authority.

“While the constitutionality of such appointive jurisdiction is a settled question, nothing prevents the Congress from reviewing the wisdom and logic behind said policy in order to further enhance police professionalism and to isolate the police service from political domination,” Lacson said in his bill.

Mas makatuwiran na panuntunan ang ipapatupad sa pagtatalaga ng mga hepe at commanders ng Philippine National Police (PNP) sa iba’t ibang hurisdiksiyon oras na maisabatas ang panukalang inihain ni Senador Panfilo Lacson.

Sa Senate Bill 971 na iniakda at inihain ni Lacson, ipinaliwanag nitong pangunahin niyang layunin na tuluyan nang ipaubaya sa hanay mismo ng pulisya ang karapatan ang pagtatalaga ng mga opisyal upang hindi na maimpluwensiyahan ng iba pang grupo o indibiduwal na may ibang interes.

Lacson to PNP Leadership: Bridge ‘Trust Gap’ in Solving Killings

Amid its significant gains in the fight against illegal drugs, the Philippine National Police must also take steps to earn the trust of relatives of recent killings, especially those involving policemen, Sen. Panfilo M. Lacson said Thursday.

Lacson, who headed the PNP from 1999 to 2001, said the witnesses who spoke at Senate hearings looking into the killings earlier this week indicated victims’ kin sought help from agencies other than the PNP.

“If we take the claims of the witness hook, line and sinker, many people are afraid to report killings to the police out of lack of trust. The PNP leadership will have to bridge that gap,” he said in a radio interview.

Ping sa PNP: Ibalik ang Tiwala ng Publiko sa Inyo

Kailangang maibalik ng kasalukuyang liderato ng Philippine National Police (PNP) ang tiwala ng taumbayan sa mga pulis upang mas maging matagumpay ang kampanya ng ahensiya laban sa kriminalidad.

Ito ang mistulang inirekomenda ni Senador at dating PNP Chief Panfilo Lacson nang matanong sa isang panayam sa radyo tungkol sa mga obserbasyon niya sa mga isinisiwalat ng mga testigong nagsalita sa imbestigasyon ng Senado sa kriminalidad.

Ayon kay Lacson, kung oobserbahan ang mga sagot ng mga testigo sa mga tanong sa mga ito, kitang-kita ang mga senyales na asiwa o natatakot sila na magsumbong o magpasaklolo sa mga pulis.
