Anti-Wiretapping Bill: Walang katapusan ang pagbabago kaya dapat maging bukas tayo sa pagbabalangkas ng mga panukalang sasabay sa mga ito.

Senate Bill 1210, the Expanded Anti-Wiretapping Act of 2016, is now pending second reading. The bill has taken into account Sen. Lacson’s Senate Bill 48, which seeks to update the present anti-wiretapping law.

Mr. President, fellow members of this august chamber, I have the honor to report on the Senate floor Senate Bill No. 1210, entitled “An Act Expanding the Scope and Coverage of Republic Act No. 4200, otherwise known as an Act to Prohibit and Penalize Wire Tapping and other Related Violations of the Privacy of Communication, and for Other Purposes,” as embodied in Committee Report No. 4, in substitution of Senate Bills 21, 48, 871 and 950.

Lacson Pushes Web-based Monitoring for Provincial Projects

Sen. Panfilo M. Lacson is pushing for Web-based monitoring of the implementation of infrastructure projects at the provincial level, to ensure transparency and efficiency.

Lacson said such a system could take a cue from that being implemented in the Autonomous Region in Muslim Mindanao (ARMM), which uses apps like Google Maps.

“I would suggest (that this be implemented at the) provincial level. Provincial governments should replicate the ARMM’s map-based solution,” Lacson, who authored Senate Bill 40 seeking to implement budget reform by downloading resources to local governments, said at a Senate hearing.

Online Monitoring sa mga Gov’t Projects Itinulak ni Ping

Puwede nang masubaybayan ng mga mamamayan ng isang partikular na rehiyon o lalawigan sa mas madali at mabilis na paraan ang itinatakbo ng mga proyektong ipinatupad ng kanilang mga lokal na opisyal,

Ito ay sa pamamagitan ng iminumungkahi ni Senador Panfilo Lacson na pagpapatupad sa buong bansa ng sistemang ginagamit ng Autonomous Region in Muslim Mindanao (ARMM) sa pagmonitor sa mga proyekto ng rehiyon.

Sa sistema kasi na ginagamit ng ARMM ay madaling malalaman kung hanggang saang yugto na ang nararating ng isang proyekto dahil sa internet na lamang ito binibisita sa pamamagitan ng Google Map application.

Lacson Bill Requires Prepaid SIM Card Registration to Stop Scams, Crimes

With the growing popularity of smart mobile devices such as phones, tablets and watches comes the risk of text-based and online scams, some of which may allow an attacker to steal a user’s identity and commit crimes in his or her name.

To fight this, Sen. Panfilo M. Lacson filed a bill requiring the registration of prepaid subscriber identity modules (SIMs) dubbed the “Prepaid Subscriber Identity Module (SIM) Cards Regulations Act of 2016.”

“Possession of the most modern technology comes with tremendous responsibility. A mechanism must be put in place to ensure its effective use for the good of all while preventing its illegal or malicious use to benefit a few. Towards this end, the State shall regulate the use and sale of pre-paid SIM cards for users of cellular phones and other mobile devices only to persons who shall comply with the requirements herein set forth,” Lacson said in Senate Bill 252.
