In an interview, Sen. Lacson answers questions on the House of Representatives’ efforts to go at Charter change alone.

On possible trouble for the Comelec if the House forces efforts at Charter change without the Senate:
“Hindi kami pwede i-disregard at itsapwera for the simple reason na nag-e-entail ng budgetary appropriation pag nagkaroon ng plebisito. So hindi naman sila makapasa ng budget kung wala ring participation ng Senado. Paano aabot sa plebiscite? So they can propose amendments or revisions all they want pero hanggang doon lang yan.”
“Pag aabot sa puntong magko-conduct ng plebiscite ng Comelec, anong pondo ang gagamitin ng Comelec? Mate-technical malversation sila pag ibang pondo ang ginamit nila, ibang appropriation.”

On why the House transmitted a resolution to the Senate:
“It doesn’t add up. Kasi kung sinasabi nilang maski walang participation ang Senado, why in the first place transmit nila ang concurrent resolution sa amin para magkaroon kami ng corresponding concurrent resolution? So parang di consistent sa kanilang position na maski walang Senado itutuloy nila. Maraming inconsistencies hindi lang sa kanilang sariling action kundi sa mismong provisions ng ating Saligang Batas.”
