
Police visibility and alertness should be the best answer of the Philippine National Police (PNP) to the rising problem of criminality, former PNP Chief and Senator Panfilo “Ping” M. Lacson said Monday.
Lacson, who headed the PNP from 1999 to 2001, said the police should use the crime database, statistics and other tools available to it to determine where to place police personnel.
“Dapat ang response ng PNP naaayon doon sa datos. Sa lugar na medyo dumadami ang holdapan at dumadami ang krimen, ma-increase dapat ang police visibility. Kasi kung walang police visibility, walang deterrent. Basic yan, sa police manual yan (The PNP’s response should be based on data. Increase visibility in areas where crimes are rampant. Without police visibility, there’s no deterrent and that’s basic),” he said in an interview on DZRH radio.

He said the last thing the public needs is to perceive the PNP as inefficient or incompetent.
Lacson was responding to reports that the Japanese embassy had written authorities in Makati City to voice concern that Japanese nationals have been victimized by recent crimes including robbery and snatching.
Lacson, under whose leadership the PNP gained its highest approval ratings in 2000, recalled that during his watch as PNP chief, they acted immediately on information where “kotong” (mulcting) cops were operating such as in Balintawak and Divisoria, and stopped the practice.
“Mainam na talaga ang crime prevention and police visibility kasi makakita lang ng patrol car, huwag lang kasabwat ang pulis (Crime prevention and police visibility are effective because it will deter criminals – so long as the policemen are not corrupt and involved in crime themselves),” he said.
Meanwhile, Lacson also urged the public to do their part by practicing personal responsibility, especially in the case of cybercrimes.
This includes not responding to calls or messages from unknown callers who may be cybercriminals out to get their personal information.
“Pagka (hindi) ka sigurado lalo kung unknown halimbawa may phone number lumalabas, huwag ka mag-click, huwag mo sagutin at baka madisgrasya ka (If you are not sure, especially if you do not know the caller, don’t click on links or even answer the call because you might get victimized),” Lacson said. “Ang technology mabuti pero masama rin. Talagang kailangan 1-2 steps tayo ahead sa mga sindikato (Technology can be used for good and bad. We must stay one to two steps ahead of crime syndicates).”
Lacson is running for senator as an independent candidate, with his credo “Ang tama ay ipaglaban, ang mali ay labanan (What is right must be kept right, what is wrong must be set right).”

Ang pagiging alerto at visible ng pulis ang pinakamainam na tugon ng Philippine National Police (PNP) laban sa lumalalang problema sa kriminalidad, ayon kay dating PNP Chief at Senador Panfilo “Ping” M. Lacson.
Giit ni Lacson, na namuno sa PNP noong 1999 hanggang 2001, dapat gamitin ng kapulisan ang database at ibang impormasyon para tiyakin kung saan itatalaga ang kanilang tauhan.
“Dapat ang response ng PNP naaayon doon sa datos. Sa lugar na medyo dumadami ang holdapan at dumadami ang krimen, ma-increase dapat ang police visibility. Kasi kung walang police visibility, walang deterrent. Basic yan, sa police manual yan,” aniya sa panayam sa DZRH.

Tumutugon si Lacson sa ulat na sumulat ang Japanese Embassy sa awtoridad sa Makati City para magpahayag ng pag-alala sa mga krimen tulad ng pagnanakaw, kung saan naging biktima ang mga Japanese nationals.
Naalala ni Lacson, na nagbigay sa PNP ng pinakamataas na approval rating noong 2000, na umaksyon agad sila sa impormasyon kung saan nangongoton ang tiwaling pulis tulad ng Balintawak at Divisoria, at tinuldukan nila ang kalokohang ito.

Samantala, iginiit din ni Lacson na may papel din ang publiko laban sa krimen – ang “personal responsibility” lalo na laban sa cybercrimes.
Kasama dito ang hindi pagpatol sa mga tawag o mensahe galing sa di nila kilala na maaaaring cybercriminal na gustong kunin ang kanilang personal information.

Tumatakbo si Lacson para senador bilang independent candidate, na may kredong “Ang tama ay ipaglaban, ang mali ay labanan.”
