Sen. Panfilo “Ping” M. Lacson may consider visiting Taguig City, the political bailiwick of disgraced ex-Senate President Alan Peter Cayetano, once the flood control program there is properly implemented and devoid of corruption.
Lacson said in jest that he does not want to drown in floodwaters as he has not practiced swimming recently. But on a serious note, he recalled that a seven-year-old boy drowned in the city last July after being swept away by floodwaters.
“Saka na lang pag maayos na ang flood control program sa Taguig. Matagal na akong walang practice mag-swimming; baka dun pa ako malunod sa tubig baha. 😂 😆 Lol!” he said on X.

Lacson underscored the need for Taguig City’s flood control program to be properly implemented and free of corruption after a seven-year-old boy drowned while bathing in floodwaters and was swept away, his lifeless body recovered the following day in a creek in Barangay Ususan in Taguig City.
Barangay Ususan is the site of one of the five case studies submitted by Lacson to the Ombudsman last week.
In one of his latest Facebook Live broadcasts, Cayetano “invited” Lacson to visit Taguig City and personally see the infrastructure projects there – even after Lacson and his team already gathered evidence about the anomalies.
In recent weeks, Lacson has bared details of anomalies in infrastructure projects in Taguig City. He and his team had conducted at least five case studies so far, and turned over pieces of evidence to the Ombudsman for further investigation.
Over the weekend, Lacson disclosed evidence showing Cayetano virtually controls Department of Public Works and Highways (DPWH) operations and other related activities in Taguig City, with district engineers being replaced if they acted without his approval.
He also cited evidence showing a possible 33-percent kickback structure in infrastructure projects in the city.
Lacson likewise said evidence links Cayetano to reclamation projects along Taguig’s lakeshore development that lacked the needed permits from agencies including the Department of Environment and Natural Resources (DENR) – and were funded using appropriations in the national budget meant for slope protection projects.
“Sabi ng aming resource person na maalam, hina-harass. Walang magawa. Pag may committee hearing papagalitan so na-harass ang mga tao. Wala din silang masyadong magawa kasi dumaan sa Speaker naging senador (Our resource person said he would resort to harassment, and the agencies involved could not do anything. If there are committee hearings, the agencies’ representatives would be scolded and harassed. And they know he had served as Speaker before becoming a senator),” he said in interviews on radio and television last Friday.
“Nagulat kami sa dami ng anomalya sa Taguig. Maliit na siyudad pero grabe ang pondong pumapasok (We were surprised by the extent of the anomalies in Taguig. It’s a small city but the funds poured into it are considerable),” he added.

Binigyang-diin ni Lacson ang pangangailangang maayos na maipatupad at malinis sa korapsyon ang flood control program ng Taguig City matapos malunod ang isang pitong taong gulang na batang lalaki habang naliligo sa baha. Natangay siya at na-recover ang kanyang labi sa Barangay Ususan sa Taguig City.
Ang Barangay Ususan ay ang lugar ng isa sa mga case studies na sinumite ni Lacson sa Ombudsman.
Sa isa sa mga pinakahuli nitong Facebook Live broadcast, “inimbitahan” ni Cayetano si Lacson na pumunta sa Taguig City at personal na tingnan ang mga infrastructure project doon—kahit nakakalap na si Lacson at ang kanyang team ng mga ebidensiya hinggil sa mga anomalya.
Sa nakalipas na mga linggo, ibinunyag ni Lacson ang mga detalye ng mga anomalya sa mga infrastructure project sa Taguig City. Nakapagsagawa na siya at ang kanyang team ng hindi bababa sa limang case study at nagsumite na ng mga ebidensiya sa Ombudsman para sa karagdagang imbestigasyon.
Noong weekend, naglabas si Lacson ng mga ebidensiyang nagpapakitang halos kontrolado ni Cayetano ang operasyon ng Department of Public Works and Highways (DPWH) at iba pang kaugnay na aktibidad sa Taguig City, kung saan napapalitan umano ang mga district engineer kapag kumikilos sila nang walang kanyang pag-apruba.
Binanggit din niya ang mga ebidensiyang nagpapakita ng posibleng 33-porsiyentong kickback structure sa mga infrastructure project sa lungsod.
Sinabi rin ni Lacson na iniuugnay ng mga ebidensiya si Cayetano sa mga reclamation project sa kahabaan ng lakeshore development ng Taguig na walang kinakailangang permit mula sa mga ahensiya ng gobyerno, kabilang ang Department of Environment and Natural Resources (DENR)—at pinondohan gamit ang mga alokasyon sa national budget na nakalaan sana para sa slope protection projects.
