Evidence shows disgraced ex-Senate President Alan Peter Cayetano virtually controls Department of Public Works and Highways (DPWH) operations and other related activities in his bailiwick of Taguig City. And district engineers are unable to act – or keep their posts – if they acted without his approval, Sen. Panfilo “Ping” M. Lacson bared Friday.
“Ang kalakaran sa Taguig virtually controlled ng isang tao. Walang makakagalaw doon na hindi alam ni Cayetano. Yan ang kalakaran (DPWH operations in Taguig are virtually controlled by one person. No one can move without Cayetano’s knowledge. That’s the way it works),” Lacson said in interviews on DZBB and True FM radio.

Lacson said he and his team’s investigation uncovered an “ecosystem” in Taguig where projects are prearranged for favored contractors, and the district engineers are expected to follow the dictates of Cayetano’s trusted men.
He said that with the help of informants, they have pieced together the money trail, identified the flow of infrastructure project kickbacks, and have started turning over the evidence to the Ombudsman.
“Ilang palit na ang district engineers diyan. Halimbawa kapag sinamahan sa kanya ang bagong appointed district engineer, meron na siyang warning: Huwag mong pakialaman ang mga project dito. Pag hindi sumunod, totoo napapalitan. Ang isang DE, sinabihan ang pinalitan mo pinatanggal ko kasi di marunong sumunod (Many district engineers were replaced when they did not follow Cayetano’s orders. One was reportedly told he has no say in the projects in Taguig. If he does not follow, he would be removed. One DE was told that his predecessor was removed because he did not know how to follow ‘orders’),” Lacson said.
“Sabi niya walang flood control anomaly or ghost projects. Bahala siya, yan ang kanyang claim. Pero records and documents say otherwise (Cayetano claims there is no flood control anomaly or ghost project in Taguig. It’s up to him. That’s what he says, but records and documents say otherwise),” he added.
Lacson also noted that the corruption in Taguig’s City Hall is such that at least one employee there could afford a net loss of at least P510 million from 2014 to 2026. The employee reportedly even hired a bodyguard, he said.
“Kung ang isang employee ng city hall sa 14 taon nakapagpatalo ng P510M paano na ang principal (If one City Hall employee lost P510 million in 14 years, how much more for those above him/her)?” he asked.
Kickbacks and Anomalies
Lacson said the evidence gathered by his team shows a possible 33-percent kickback structure in Taguig infrastructure projects, including:
10% for the “principal”
2% for the “boys”
6% for the Bids and Awards Committee, including 3% for BAC members and 3% for contractors who join the bidding
Aside from this 18%, as per former DPWH Undersecretary Roberto Bernardo’s testimony during the previous Blue Ribbon Committee hearings, another 15% went to ex-DPWH Secretary Manuel Bonoan, who now faces plunder and graft charges before the Sandiganbayan.
“That’s why nag-resort sila sa overlapping and ghost, or substandard. Saan babawi ang kontratista kung ganyan kalaki ang nawala sa lagayan (That’s why they resorted to overlapping and ghost projects, or do substandard work. How else could contractors get back their money if they lose so much)?” Lacson said.
“And they are at the mercy – sa Taguig pagbagsak ng funds, predetermined na sino ang contractor, dinidikta na (And they are at the mercy – in Taguig, the contractors for projects are predetermined and dictated),” he added.
Lacson reiterated that based on at least five case studies he and his team have done so far, anomalies include:
* Recycling of photos for billing and collection, with some photos with the dates and some details altered but with the same DPWH geotagging data
* Double appropriations for the same project
* Overlapping of spans of slope protection projects, including along Taguig River that may have cost the government hundreds of millions of pesos
Some of the contractors involved in Taguig’s projects include those owned by the Discayas; Topnotch Catalyst Builders owned by Eumir Villanueva; Core Check; Tuchar and Dahl, among others, Lacson said.
Lacson said he and his team expect to add to their findings after DPWH Secretary Vince Dizon called him and assured him of the department’s support in gathering documents and other pieces of evidence.
Meanwhile, Lacson said the investigation will not stop in Taguig. “To satisfy him, no. To satisfy the public, yes,” he said, referring to Cayetano’s appeal to probe other areas.
He also said Cayetano should learn a lesson from the mess he made. “Kung ikaw, maraming issue sa katawan, huwag ka magbabato. Yan isang lesson diyan babalik sa iyo ang binabato mo (If you have anomalies in your own backyard, don’t make accusations against others lest your own anomalies are thrown back at you),” he said.

Diin ni Lacson, nabuo ng kanyang grupo ang isang “ecosystem” sa Taguig kung saan nakatalaga na umano nang maaga ang mga proyektong pang-imprastraktura sa mga paboritong contractor, habang inaasahang susunod ang mga district engineer sa mga utos ng mga pinagkakatiwalaang tauhan ni Cayetano.
Aniya, sa tulong ng mga impormante, nabuo na nila ang money trail, natukoy ang daloy ng mga kickback mula sa mga proyektong pang-imprastraktura, at sinimulan na rin nilang isumite sa Ombudsman ang mga ebidensiyang kanilang nakalap.

Binanggit din ni Lacson na ganoon na kalala ang katiwalian sa Taguig City Hall na may hindi bababa sa isang empleyado na kayang magkaroon ng net loss na P510 milyon sa sugal mula 2014 hanggang 2026. Ayon pa sa kanya, nagkaroon pa umano ito ng bodyguard.

Kickback at Iba Pang Mga Anomalya
Sinabi ni Lacson na ipinakikita ng mga ebidensiyang nakalap ng kanyang grupo ang isang 33-porsiyentong sistema ng kickback sa mga proyektong pang-imprastraktura sa Taguig, kabilang ang:
* 10% para sa “principal”;
* 2% para sa “boys”; at
* 6% para sa Bids and Awards Committee (BAC), kabilang ang tig-3% para sa mga miyembro ng BAC at sa mga contractor na lumahok sa bidding.
Bukod sa kabuuang 18 porsiyentong ito, sinabi ni Lacson na ayon sa testimonya ni dating DPWH Undersecretary Roberto Bernardo sa pagdinig ng Senate Blue Ribbon Committee noon, may hiwalay pang 15 porsiyento na napupunta umano kay dating DPWH Secretary Manuel Bonoan, na kasalukuyang nahaharap sa mga kasong plunder at graft sa Sandiganbayan.

Inulit ni Lacson na batay sa hindi bababa sa limang case studies na natapos na ng kanyang grupo, kabilang sa mga natuklasang anomalya ang:
* Paulit-ulit na paggamit ng iisang larawan para sa billing at koleksiyon, kung saan binago lamang ang mga petsa at ilang detalye ngunit nanatiling pareho ang DPWH geotagging data;
* Dobleng appropriation para sa iisang proyekto; at
* Magkakapatong na saklaw ng mga slope protection project, kabilang ang mga proyekto sa kahabaan ng Taguig River, na maaaring nagdulot ng pagkalugi sa pamahalaan ng daan-daang milyong piso.

Sinabi ni Lacson na inaasahan nilang madaragdagan pa ang kanilang mga natuklasan matapos siyang tawagan ni DPWH Secretary Vince Dizon at tiyakin ang buong suporta ng departamento sa pagkuha ng mga dokumento at iba pang ebidensiya.
Samantala, sinabi ni Lacson na hindi magtatapos sa Taguig ang kanilang imbestigasyon. “To satisfy him, no. To satisfy the public, yes,” aniya, bilang tugon sa panawagan ni Cayetano na magsagawa rin ng imbestigasyon sa ibang lugar.
Aniya, may aral ding dapat makuha si Cayetano sa kaguluhang siya mismo ang lumikha.
“Kung ikaw, maraming issue sa katawan, huwag ka magbabato. Yan isang lesson diyan babalik sa iyo ang binabato mo,” aniya.
