It may be disgraced ex-Senate President Alan Peter Cayetano who ends up drowning in the truth after Sen. Panfilo “Ping” M. Lacson and his team uncovered a “cauldron of worms” involving ghost slope protection projects and the illegal reclamation of portions of Laguna Lake.
Lacson said his team’s finding was validated after a meeting Monday evening with officials of the Philippine Reclamation Authority (PRA), including harassment tactics employed by Cayetano.
He also pushed for the forfeiture of the illegally reclaimed land in favor of the government.

Lacson said PRA officials confirmed the harassment tactics employed by Cayetano during budget deliberations last November 2025, when the budget for the Office of the President was taken up for plenary debates. The PRA is under the OP.
“The same officials likewise disclosed physical intimidation when they conducted on site inspection along C6 in the Lakeshore area where the illegal reclamation activities are taking place,” he said.
Last weekend, Lacson cited evidence linking Cayetano to reclamation projects along Taguig’s lakeshore development that lacked the required permits from agencies including the Department of Environment and Natural Resources (DENR).
The projects were funded using appropriations in the national budget that were meant for slope protection projects.
At the time, he said resource persons who knew about this were harassed and intimidated, especially during committee hearings.
Last week, Lacson and his team turned over to the Ombudsman the evidence they gathered from at least five case studies on anomalous infrastructure projects in Taguig City.
According to Lacson, the evidence points to Cayetano virtually controlling DPWH operations and other related activities in Taguig City, with district engineers being replaced if they acted without his approval, along with a possible 33-percent kickback structure in infrastructure projects in the city.

Lacson at ng kanyang staff ang dagdag na kababalaghan na kinasasangkutan ng mga ghost slope protection project at ilegal na reclamation sa ilang bahagi ng Laguna Lake.
Ayon kay Lacson, napatunayan ang natuklasan ng kanyang staff matapos ang kanyang pagpupulong nitong Lunes ng gabi sa mga opisyal ng Philippine Reclamation Authority (PRA), kabilang ang umano’y mga taktika ng pananakot na ginagamit ni Cayetano.
Iginiit din niya ang forfeiture ng ilegal na na-reclaim na lupa na pabor sa pamahalaan.

Noong nakaraang weekend, binanggit ni Lacson ang mga ebidensiyang nag-uugnay kay Cayetano sa mga reclamation project sa lakeshore development ng Taguig na umano’y walang kinakailangang mga permit mula sa mga ahensiya ng gobyerno, kabilang ang Department of Environment and Natural Resources (DENR).
Ang mga proyektong ito ay pinondohan gamit ang mga alokasyon sa pambansang badyet na inilaan para sa mga slope protection project.
Noon ding panahong iyon, sinabi ni Lacson na ang mga resource person na may kaalaman sa mga naturang proyekto ay hinaras at tinakot, lalo na sa mga pagdinig ng komite.

Ayon kay Lacson, ipinakikita ng mga ebidensiya na halos kontrolado ni Cayetano ang mga operasyon ng DPWH at iba pang kaugnay na aktibidad sa Taguig City, kung saan napapalitan umano ang mga district engineer kapag kumikilos ang mga ito nang walang kanyang pag-apruba. Lumilitaw rin sa mga ebidensiya ang posibleng 33-porsiyentong kickback scheme sa mga proyektong pang-imprastraktura sa lungsod.
