Sen. Panfilo “Ping” M. Lacson on Tuesday slammed Senators Alan Peter and Pilar Juliana Cayetano for ganging up on Laguna Lake Development Authority (LLDA) General Manager Leopoldo Parumog by grilling him with questions unrelated to the agency’s proposed 2027 budget during its budget hearing Monday.
Lacson noted the Cayetano siblings took turns interrogating Parumog and turned the budget hearing into what he described as a “full-blown” inquiry in aid of legislation.

“DINUMOG SI PARUMOG: They took turns interrogating the hapless LLDA general manager with questions totally unrelated to the agency’s proposed 2027 budget as if it were a full-blown Senate inquiry in aid of legislation,” he said in a post on X.
Lacson’s post included a video clip of the Cayetanos grilling LLDA officials, questioning them on what they claimed was a “special interest” in Taguig, their political bailiwick.
They also questioned Parumog on why the LLDA did not publicize its actions in other areas with the same “blow-by-blow” detail.
Lacson earlier cited reports that officials of other agencies, including the Philippine Reclamation Authority (PRA), had been harassed while taking action on reclamation activities on the Taguig side of Laguna Lake.
He also noted that the PRA’s earlier investigation into the reclamation was stalled after Sen. Alan Cayetano pressured the agency’s representatives during the November 2025 deliberations on the Office of the President’s budget. The PRA is under the OP.
Earlier this year, Lacson suggested that agencies including the LLDA and PRA, along with the Office of the Ombudsman, Land Registration Authority (LRA), Department of Public Works and Highways (DPWH) and Department of Environment and Natural Resources (DENR) combine their efforts to address the problem.
A composite inspection team sent Lacson videos of the continued illegal reclamation at the Taguig Lakeshore area. The inspection team, composed mainly of lawyers and engineers, sought assistance from police for security as the dumping of garbage continued.

Lacson nitong Martes ang magkakapatid na Senador Alan Peter at Pilar Juliana Cayetano sa pagdumog kay Laguna Lake Development Authority (LLDA) General Manager Leopoldo Parumog sa pamamagitan ng mga tanong na walang kaugnayan sa panukalang badyet ng ahensya para sa 2027 sa pagdinig sa badyet nito noong Lunes.
Ayon kay Lacson, ang dapat na pagdinig sa badyet ay naging “full-blown” na pagsisiyasat in aid of legislation dahil sa salitan na pagtatanong ng magkapatid kay Parumog.

Kalakip ng post ni Lacson ang isang video clip kung saan makikitang inuusisa ng mga Cayetano ang mga opisyal ng LLDA hinggil sa sinasabi nilang “special interest” sa Taguig, na kanilang balwarte.
Tinanong din nila si Parumog kung bakit hindi inilalabas ng LLDA sa publiko ang mga hakbang nito sa ibang lugar nang kasing detalyado ng ginagawa nito sa Taguig.
Nauna nang binanggit ni Lacson ang mga ulat na harassment sa mga opisyal ng iba pang ahensya, kabilang ang Philippine Reclamation Authority (PRA), habang kumikilos ang mga ito laban sa mga reclamation activity sa bahagi ng Laguna Lake na sakop ng Taguig.
Binanggit din niya na natigil ang naunang imbestigasyon ng PRA sa reclamation matapos umanong gipitin ni Sen. Alan Cayetano ang mga kinatawan ng ahensya sa mga deliberasyon sa badyet ng Office of the President noong Nobyembre 2025. Nasa ilalim ng OP ang PRA.
Iminungkahi ni Lacson na pagtulungin ng mga ahensya, kabilang ang LLDA at PRA, kasama ang Office of the Ombudsman, Land Registration Authority (LRA), Department of Public Works and Highways (DPWH) at Department of Environment and Natural Resources (DENR), ang kanilang mga pagsisikap upang matugunan ang problema.
Nagpadala sa kay Lacson ang isang composite inspection team ng mga video na nagpapakita ng patuloy na ilegal na reclamation sa Taguig Lakeshore area. Ang pangkat, na pangunahing binubuo ng mga abogado at inhinyero, ay humingi ng tulong sa pulisya para sa kanilang seguridad habang nagpapatuloy ang pagtatapon ng basura sa lugar.
